Mine are all great. And it's all cross data-center, IIRC, so it's not your world. What is "reasonable"?
Generally 5 minutes or less, whether I go as freelancer or not. But maybe the problem is the mode you chose; as usual the latest frontline gets the best queue time.
Weird, I queue E on Primal for all four modes (one day I'll get into a Slaughter match!), and never have queues over 10 minutes. If the queue goes higher, I'll uncheck everything but Shatter just to be safe, but so far with the Garo event I've had no trouble getting matches.
Are you queue'ing Frontline Roulette, or are you trying a specific mode? Always queue Roulette.
Its been under 2 minutes or weeks. At least for me it has.
Shatter is less than 5 mins to 10 mins except in the morning on Primal it seems. Other ones are not done as much.
Never longer than 10 minutes unless I try to specifically queue for something other than Shatter or queue at odd hours. My average is about 5 minutes.

Under 5 minutes freelancer or not on Chaos. Weekends all day. Weekdays anytime after 1pm GMT. Been like that since the Garo event began. Before that 20-30 minutes at prime time.
5-10 minutes for me on Aether data center. Doesn't matter if I que for roulette or not. I usually do 1 roulette for the daily then stick with Shatter, usually get in within 5-10 mins. I do not go as freelancer, I prefer to stick with my GC.
Peak times are almost instant now thanks to Garo. Off peak I can queue for 25 minutes or so but that's still a big improvement (thanks to freelancer) over the seven hour queues I had a few weeks ago every time. Are you queueing in a weird language or getting into Slaughter/Secure lobbies somehow? Or queuing at a time your datacenter is close to empty due to time zones?
about 1 hour after daily reset it jumps from 1-5 minutes to about 20-30 minutes.
Guess alot of people got their gear by now. (or they rage quit like quite alot of ppl I talked to recenlty because of premades everywhere / bad balancing or whatever reason there is to quit it)
Not the best idea to make winning a requirement for the mounts, killing / completing a certain amount of matches would've been better and less frustrating for alot of people.
Killing is a terrible objective that discourages people from playing tanks and healers, crucial roles in Frontlines. Number of matches played encourages afking or feeding, which I already see enough of the first with the current win requirement in place.
I like the win requirement. It actually forces players to give a crap.
Well... that sounds more like your issue is the time of day and not whether or not people have finished earning their rewards yet. Queue times for everything tend to bloat in the late morning/early afternoon hours or during the early dawn hours. The small window of quick queues immediately after the reset would be the people who run a quick match before heading out for the day. The exact pattern varies per data center, but during those lull times most players are at work or school or are asleep. At least on Primal, I still get ~5 minute queues as long as I'm not fishing for a match during strange hours.
Here on Primal its no longer than 5mins during the day say starting around 8-9am PST then its dies around 12am PST then its 8v8v8 till the sun comes up then its back to normal queue times.
It's about a 5-10 min wait for me as dps (if that even counts)
do you have in progress and free lancer set?? Also if you get roulette says a funny number check shatter que. If roulette keeps saying 30+ and shatter says less then 5 it is trying to put you in a dead lobby.
Not going in as a freelancer I usually get in under 10 minutes, sometimes 5 during peak times.
Que'd for Frontline as a freelancer took 45 seconds.
It might be your language settings.
The duty finder organizes groups by language and work fairly well for most content, but PvP gets messed up by it. The system tries to create single language instances and finding 72 or 24 people for some languages can create dead queues.
Considering Phoenix is in the EU datacenter, check which languages you have active and set it so that only one language is active when you queue for PvP.

Even at 2am, I was getting into 72-man Shatter matches in 5-15 minutes.
That's not the experience on a JP data centre. If we selected only E, we would never get a pop in anything, including frontlines. In having every language selected que times are around 5 mins for frontlines, 10 seconds for 8v8 Feast.
My guess is OP is trying to enter at the wrong time of day.

It can be weird. I wasn't getting any games as Maelstrom on Primal before Garo. Now I queue as Freelancer & usually get a game in less than 10 minutes. However, over the weekend I had huge queues, quite a few I cancelled after 30mins sitting at "approx 7mins" or so. I did see a few 24 man Shatters though, which is unusual. Last night (Sunday) it wasn't too bad again. There seems to be a very unusual 'prime time' for Frontlines that doesn't correspond with the rest of the game.
Well English isn't the main language of the JP datacenters. Queuing only English in there is like queuing only French/German/Japanese on Aether and Primal. Queuing only J in them is likely the same speed or even slightly faster than queuing with all languages selected.
Getting stuck in a hung queue was a fairly common occurrence pre-3.5 though most didn't realize that was what was happening.
