He lives in the east, beneath the willow tree...

Black Pegasus is found within Gold lined bags from the Palace of the Dead.

Also, what's with the wings minion on the bottom left?

Those items were datamined, doesn't mean they would come in 3.4, can come with 3.5, might be event, seasonal or not even released like this one which has been found long ago:

I wouldn't even mind if it was a contest reward in general, but a reward for something only certain people have a talent for, in a location only few can get to and where only few people could go to in the first place because of limited tickets?
I'm getting more and more disappointed with SE these days...

Well, you didn't need to be at Fanfest, you just had to be a finalist in the Art Contest, which was confirmed if you were displayed there. The actual winner from the images displayed won extra goodies.

And it does seem to be a new contest reward in the same vein as the Mandragora Choker, so it's possible it'll come back.

I have a mighty need.
