Most likely is. If you look at the scabbards on said character, he obviously has two. Traditional Samurai; and correct me if I'm wrong here, typically carried two Katana. The Katana and then it's accompaniment the Wakizashi. Though from the picture I can't really tell if the secondary sword is any shorter or not. However, the uppermost Scabbard is holstered in such a way that the blade would be upwards while holstered, which is something again done by some Samurai.
Again correct me if/where wrong, I'm by no means an expert. -

That's the Garlean in charge of Ala Mhigo. Maybe he's a teaser towards SAM, but until Yoshi-P wears a shirt with Tom Cruise on it or some other silly reference, we can only guess.

I wonder if the Stormblood logo has any clues in it. SE has, in the past, put in secrets in regards to jobs/classes within their logos. If that is the case, I wonder why there is a bird in the picture flying above a gruff looking roegadyn-ish person. Beastmaster? That is probably wishful thinking on my part because I would love to see a true pet class in the game.
