Unless someone steals the name in the time it takes to create a new character, you will be able to use the name.

Yes you can, but be careful I have an alt with a mis-typed name. I want to recreate her, but my server is perpetually locked for character creation. However, one day I will happen to try and it will happen to be unlocked at that time and all will be well. but on a crowded server, you'll need patience to re-create your character.

Strangely enough for a lot of the fundamental faults FFXIV have, naming is not one of them.
Straight up depressing just how many online games that can't bother to properly implement appropriate naming schemes that doesn't degrade into everyone slapping random numbers, letters or accents all over the place to get their preferred name. -
