What SE is doing to help players progress on old content?

What does SE have planned to fix the situations where players can't progress on some old content due to the fact they require alliances.
For example there is the quest to complete The World of Darkness, but some people have over a year without being able to complete these quests since apparently this raid is not done much anymore.

Not done much anymore? plenty of people still do the Crystal Tower raids if only for one of the steps in the HW relic

If that is really the case, how would you explain that in cases such as The World Of Darkness, the Duty Finder can stay there for up to 3 hours, without allowing you to join nor increasing the count, no matter the role you try to join with.
Are people pre-building a whole alliance, or have any specific days to do it?

Sunday has been a community driven psuedo event "CT Sundays" for about 3 months now. I know I do my full tower (CT, ST, DoW) on Sundays because of this.

I would try Tuesdays during your data center prime time, that is when the weekly quest resets.

I usually have 20 minute queues as a solo dps for all 3 of the old 24 man raids.

My girlfriend recently went through all of ARR as a brand-new player, and we never ran into any situations where a queue took more than ten minutes (with me queueing with her for most of the stuff). Really, there's plenty of incentive to run most of the old stuff - there's roulettes for everything except for Crystal Tower and EX primals (but we really don't want EX roulettes anyway for obvious reasons), and there's still plenty of people running CT anyway.

Never took 3 hours to queue for old content. I can see that tank que's take a little longer since you only need a total of 3, but anything else is 5 - 10 minutes. considering a server transfer if you actually sit there 3 hours before que pops, which I still not believe lol

Which days have you been doing it?

How long it takes depends when in the patch cycle you do it too. Before the latest patch came out queues were again ridiculous again for CT.

I do it weekly with no set day or times, have done it early, mid and late in the week at peak and non peak hours and as dps still never wait more than 20 minutes unless its super early in the am. But that's the Aether data center too. Not sure what yours is like.

SE doesn't need to "fix" anything really, DF is there for your convenience not your beck and call. Get 2 friends and put 3 pts together in pf, even on off patches when no one is doing it regularly those pts fill up in minutes and are generally much better, smoother and faster. Same goes for most things in this game, outside of ARR ex primals whose pts never seem to fill anymore.
