Myself as the leader owner. So everything
People who can do buff, invite and kick people and fc board and airships
Poeple who can do all that besides airships kick and invite people
Some people can do only garden and fc buffs
The rest can't invite people or do garden or fc buffs. The reason why we have few who can do garden is because we have people ask if they can and we let them but if too many want's to we want to substain controll. We also had some weird vanishing of the airship gear, so we put it limited on few people only.
Sorry if you are aware of this, but your question suggests I should also point you that the "hierarchy" you see in game for how your membership order works isn't a true hierarchy. It's just for members visual purposes, the game doesn't actually use it at all.
The game treats each rank completely separately so a "higher" rank doesn't automatically get the permissions "lower" ranks. But also anyone with the promote/demote permission, can do that to any member, even if they are higher rank than them (because the system doesn't recognise the hierarchy as actual ranks) so they can demote someone higher. Likewise someone with promote/demote permission can also promote someone to a rank higher than them except to the master rank.
Also someone with edit rank permissions can edit any rank, even their own. So basically be very careful with who you give promote/demote and edit rank permissions to :) Sorry if you already knew this, but given how much of a disaster it could be, I hope you don't mind me saying just in case!
Ask them to fantasia into a kitty and slap a cute outfit on them and BAM they are being promoted.

For me it came down to who i can trust and has been very helpful and can still help the Fc, that is how i chose officers.
We have various ranks however, even a rank for the crafters in our FC.
Because there's no real hierarchy, we have our mashter who handles all permission settings and promotion/demotions.
A small amount of officer potatoes who handle inviting, kicking, airships, FC buffs, page 3 of the chest, and other minor operations.
Then hundreds of potatoes with access to the amenities.
And a provisional tator-tot level for the spoiled foods! I don't think it's ever used, really.
We can't set up a system to allow for more levels than this with interm promotions from one to the other from a lower rank.
Lord - Everything
Princess- Everything (Takes care of stuff while I'm not on)
Crimson Knight - Everything Except for Invite, Ranks, FC money
Alt- (Same as Crimson Knight, Can only be obtained if crimson knight)
Friends/Family - (Basic with gardening and a few others)
Trial (Basic of the Basic)
AFK (Nothing)
Time out (Nothing-Not even able to come in the house, for Crimson Knights that abuse or wrongfully use power. For example buying wrong FC buffs, putting useless items in the chest, making a mess of the house, playing fiend on the jukebox.)
Promoted from trial to Crimson Knight after proving your worth to the FC, if you can't trust your members to have enough respect for the FC to give them access to everything. Why even keep them around in the FC for the long run.
Usually I call them into my office (I made my personal room an office), where I'm sitting on my desk (the ol' storage bench under the desk trick). I make them stand before me, then slowly cross/uncross my legs, then grab them by the collar, stare deep into their eyes, and seductively whisper "Impress me."
Please note: I don't actually do this, lol
Before promoting anyone to Officer (giving them access to gil and expensive items), I will have a talk with them and ask them if they use an authenticator. I will *NOT* promote anyone to that rank if they don't use one, no matter how much I trust and like them... the reason being because they could get hacked and then the person who hacked the account could take everything. I know SE might recover the stuff, but I really don't want to deal with the possibility. Of course, I won't promote anyone I really don't trust. Never had anyone steal anything of importance in the FC's years of existence. I'll also ask people if they want to be an officer before I make them one. Every other rank, I just promote without saying anything.
Leader (Everything)
Officer (Everything except destroying houses, airships, etc... access to all gil and chest items, as well as FC buffs)
Trusted (Access to most chest items and crystals, limited access to gardening and airships... can buy and use FC buffs)
Member (Access to the third tab, which has pots and food that we provide for members for free -- not a huge loss if someone swipes it)
Alt (Similar access to members)
Honorary (Access to almost nothing -- I demote people to this rank if they've been offline for a long time but I don't want to boot them... If they come back and I can verify it's them, I give them their previous rank back... This is to prevent against characters that have been inactive for a long time getting hacked and swiping everything in a tab of the chest)
I wait a long time and make sure that they are a decent person before promoting. I only have 2 officers...that is all I need. Before promoting someone they have to show me that they are willing to help others without expecting anything in return and basically be an all around good person. That sums up my entire FC basically, lol gotta be careful who you let join and how you run things...
Lol, a few of my friends in my FC would get the joke, I'm sure.
As for a serious answer, we've got some brand new players now. As a means of measuring what kind of player/person they are, I would love to run content with them as they level. I'd also make it a soft requirement to complete the Hall of the Novice on their role of choice. This isn't so much really, but it's an effective tool to establish the basics, should they need it. And free gear besides.
The rest, of course is based on their actions. If they're generally active and helpful to other members I certainly take note and will approach them directly with the offer, and what I'd expect of them (when it comes to higher ranks).
In my FC's
Leader-Handles the Bank Gil & Oversees the FC making sure the elected co-leaders & council aren't abusing their power.
Co-leader - Handles day to day operations managing buffs, bank inventory and housing or the people elected for those roles.
Raid Council- Handles a raid team, makes sure their players get help with training and necessary buffs & items for raiding.
PvE Council- Equivalent to Raid council first to help players with MSQ, Gardening, buffs for leveing and content up to EX-primals.
Full Member- General access to housing, workshop one bank slot and minor Gardening.
Initiate- Only access to housing will be promoted upon showing consistent gameplay.
Promotions are based on activity, contributions & request.
