Crafters and Gatherer's will rage though. And Monks can't use their speed up stance anymore.
You could also disable graphics for people not in your party.
Character Configuration > Control Settings > Character > Battle Effects Settings > Others (excl. PvP) > Show None
OP seems like they are very fun at parties.
Just Turn off other people there skill animations o=
I did that over a year ago. cant play with that firework of animations with a party by 4 or even in raids o.O
Then you better find a way for the early Archer quest to be accessible since I remember one class quest has you shooting targets in New Gridania which has you using abilities.
AoE skills should be unusable in the major cities - it could be a new decree from the Eorzean Alliance or something. It can get far too much & not everyone is able to, or wants to, disable graphics just because of the few who spam constantly.
It's something that's always left me divided because it's not a major issue but it can certainly become as annoying as textual or audio spamming.
But then you have people spamming stuff like Cure spells, Monk's 'boost' (I forgot the XIV name of it right now) move, stance changes, buffs that effect self or targeted others. If you take away the inability to use moves in towns, it prevents people doing those quests, and I can't see them just moving them out of town.
I'd prefer it automatically turned off other's abilities in towns. I don't mind seeing other's out in the world, but there's always one dumb dragoon doing the same move over and over and over and over in every town. It's annoying to keep toggling it on and off.
Everyone has to admit that when the Ninja job and Heavensward were released, the amount of skill spam in towns was ridiculous. I mean sure, we could turn battle effects off, but using skills in towns serves no purpose anyway. Those few quests need targets like others have said.
So yeah, I support this thread, as I have no reason not to.
This is a stupid idea. If you can't be bothered to turn off other peoples spell effects then it's fully on you how annoyed you get. I've taken some pretty cool screenshots of my DRK glamour while using the aoe skill (my dress flies up like an umbrella) and I would like to continue to take animation pics wherever I please, thank you very much. Use the tools provided before asking to take fun things from other players.
It doesn't take away anything or prevent anyone from running those quests as you can't use those skills in a town regardless. SE gives players who are running the quest the necessary means to activate those skills when needed. I doubt it will change if SE ever decides to do what the OP suggests.

Perhaps there are invisible mobs, that only those select few can see because they are the chosen ones.
When I am trying out a new outfit / glamour, I like to use different skills to see what I will look like while wearing it.
If skills were disabled in towns, I'd have to run outside every time I wanted to do do this. Or I'd have to bring all of the clothes / accessories with me outside.
Not only are you able to turn off the battle affects of others (even party members and yourself!) but you can also turn off the sound effects of other players, too!
Now I have this compulsion to run around Idyllshire and spam Ring of Thorns.

While I find it annoying to see whm and drg spam their moves over and over for the purpose to annoy people or because they are THAT bored. Disabling abilities in towns is a bad idea. If it annoys you that much you can just turn off sounds/effects in your window.
Correct me if I"m wrong, but would these cases held in an instance...away from other players. It seems likely that they wouldput the few that are set in the server proper in an instance and just disable the skills in Towns (and Iddylshire).

It depends on your server tho. My server never spam any skill and what they do is just crafting.
Ugh! This irks me too. It's not all that bad when done occasionally, but some players will sit there for literally 5-10 minutes spamming their abilities. Some are really inconsiderate, and do their spamming in heavily occupied areas of the zone such as the markets. Not sure what they are trying to accomplish though. I'd imagine not too many are impressed, and I actually go up to them and use my yawn emote before taking off.
So I shouldn't be able to enable an oath stance upon changing jobs in town because some people are irresponsible with skills in town? O_o
...I can't help but think there's a better use of dev time...
There aren't any special targeting rules for those quests. The only special thing is that there are offensive skill targetable objects in town. Targeting is still targeting.
to the op and the one saying the same, i invite you to go into your setting and disable the effect of people outside your group. will save a looot of trouble, especially when you do fate or raid, since you will have way too much effect.
plus it solve this trouble of people doing what they want in town. after all is them right.
