funny , i am a lvl 18 Gladiator and i seem to hold aggro just fine 90% of the time .
test yourself, you have a nice lvl 0 gladiator and marauder to try it.
Yeah. Ruin III must be killing their aggro at that level.
You may want to experience this for yourself before creating yet another thread with another one of your unnecessary "fix" suggestions.
In my experience this is not an issue.

I don't see how this would be any different now than it was before.
The dmg calculation was changed, and overall tank dps is reduced, but enmity modifiers have not been adjusted to be any lower than they were before. The only one that was even adjusted was Savage Blade, and it went up, not down. Pre-Tank Stance, nothing is different other than overall dps. Pld's are still in the leakiest boat, since they don't get their tank stance until level 40, but all this means is that it's more important now than it was before that Pld's learn to use their RoH combo liberally instead of relying purely on Flash. Given that their later tank stance encouraged this kind of gameplay from the start, it's not really different. It's just business as usual.

Holding hate just fine on my crappy 27 Marauder
I did a leveling roulette and It was alvl 20 ish dungeon, no grit, no nothing, was holding agro fine. You need to remember others at such a low lvl have basically no skills either so to pull hate would be rare. Also life below lvl 30 doesn't last that long anyways, a day or two and you are past it.
The new tank changed make me feel alot tankier with full vit and the new hate multiplier allows me to tank easier while being tougher at the same time.
I like the new changes, people need to adapt that's all.

Tanks 1-30 are having no difficulties right now - in fact, I'd say it's easier than it was before 3.2.

Rolled Halatali NM in my first mentor roulette as PLD.
Holding aggro still sucked, but it always did for PLD pre-Halone, to be honest. I'd wager I'd have been just fine on WAR, what with Overpower being... overpowered, and all.

STR tanking damage got nerfed. Lower levels, tanks probably got a damage increase, due to their VIT being higher then their STR, and tanks generally using VIT accessories anyway.
60 VIT tanks got a big boost to damage, why would 20 VIT tanks be weaker...?
I started a new tank char for 3.2 didn't have enmity problems. There were occasions where I had to line up my dmg boosts with a dps toon using raging strikes to keep threat, but that may have been gear related. I wasnt keeping up on my gear as well as could have been.
The OP was surprisingly astute. I just finished grinding out a new toon to 22 in GLD for provoke today. He does okay with marauder (naturally) but playing GLD was just awful. Six dungeon runs and it was the same story. If I couldn't pop fight or flight, I wasn't going to hold anything. Not very fun.
Had no problems with aggro in normal Halatali on my DRK.
That's always been the case, hasn't it? If FoF isn't available, lead with the skill with the highest enmity modifer (probably Savage Blade) regardless of combo, and flash a couple of times. The trouble at that level with Gladiator is remembering to flash liberally and use the Riot Blade combo to regen MP toward the end of each fight. I don't find anything astute about the OP because holding hate was always a pain in the ass for Gladiator, if for no other reason than we have the lowest damn attack, and enmity is based off your attack strength. Key thing for GLD, upgrade your weapon *every* chance you get, it really helps in th lower levels.

For anyone using only VIT this patch was a flat out buff, that includes pre 30 tanks. I haven't done any pre 30 stuff on tank since this patch hit but I imagine it will now be easier, not harder as most people new to tanking will be using VIT anyway. Personally I didn't start using strength until I was well into my 50's and during leveling hate was a joke on both WAR and DRK, PLD was harder but Flash is your best friend at those levels. Whenever I see PLD's struggling for hate at low levels it's almost always because they don't flash enough or don't use the obvious rotation properly.
There is no problem holding aggro if playing it correct. However, I will agree that it is not exactly newbie friendly and kinda backwards that you don't gain access to your tank stance before level 40, to this day i still have no idea what the thought behind that move was.
The progression on PLD is all wrong, it starts out hard, and becomes super easy as you level up.
