Ignoring the bonus for gained quality (as you have above) the calculation would be (Current level - 10) + (XP / 25). So if you got 125 exp (without bonus) at level 20 the craft would be level 15. Obviously you don't get exp for items 10+ levels under you, so no way to calculate those accurately.
How does the quality bonus work then (so I am sure I am being accurate)?
Quality bonus is .1% increase of the level-generated experience per point of quality gained. If you did a recipe 1 level higher and went from quality 10 to 30, you'd get 300xp+2%, or 306xp total. It's rounded to the nearest whole point, unsurprisingly.

Might want to look at my old post, I haven't verified the all the base exp for levels below in 1.19 though.

Yes, its the number of levels above yours.
For example, say you are level 30, and make an Ornate Steel Thingamabob. You had a starting quality of 10 and ended with a quality of 40, and you get 515xp.
First, you'd get rid of the quality bonus. You had 30 points of increased quality, so you need to divide the xp total by 1.03 (as in Tymora's post, [QUALITYGAINED*.001]+1, or as I posted, a tenth of a percent per point of quality), getting 500.
Then you'd apply the second formula since it's over 250, (XP-250)/50, because each level over yours adds 50 xp.
This gives you 5, which means the actual level of Ornate Steel Thingamabobs is 35.

Got 603 EXP.
Got Quality from 15 to 19.
I am level 25 Goldsmith.
So I have to do 603/1.004 = 600.59
Can I do a round down?
And just go (600-250) = 350
So.... 350/50 = 7 levels above me?
Sooooo if I got so low gain in quality, I can just omit it?
And be like (603-250)/50 = 7.06

On the spreadsheet, all I see is a list saying -10 over the pages.
Do I need to download it to use it?
For the most part (at least spamming Standard), you can simply drop the "quality gained" part by rounding down to nearest 50 and use that to calculate the level. Quality doesn't have much effect unless you gained ~60-70+.
E.g. 315 exp gained -> 300 exp = +50 exp from 250 = 1 level above your crafting level.
From what I've found it's:
+50xp each level higher
250 base at same level
-25xp each level lower until 6 under current level
-10xp for at least levels 7-10 under current level
as for -11 or more levels under current: i don't know breakdown yet

Wow. Really. You're gonna counter my xp numbers with a thread that hasn't been updated by any of the posters since March of 2011? Who's the one that is a little bit off here? My numbers were as recent as the day I made my original reply. Based on the thread link you posted, people should still be getting 500xp for a recipe same level and we all know that isn't the case. Next time check your source for rebuttal a little better before you wanna contradict someone.
As for the -10 for levels 7-10, I meant it was -10 per level from the 100xp you'd get from a recipe -6 levels. So that -7 levels was 90xp, -8 was 80xp, -9 was 70xp and -10 was 60xp.
*Edit* Ok I sorta apologize. I didn't see the multiple pages of your thread link before responding. As for my numbers I had only done a few recipes that were -7 or greater so I didn't have a lot to make good calculations.
