So you basicly want a voice chat that you can hear based on proximity of the player?

In-built voice chat in anything other than an MMO is possible. An MMO is extremely large, OP, name one MMO that has this feature. I mean, actual MMO, not Multiplayer.
EVE Online has it (or did when I played a few years ago). Its terrible, but its there.
That being said, its a waste of game resources for an MMO to have it (which is why it was so bad in EVE).
Also, thanks OP. Now I really miss MAG (its been years...but the proxy chat was just epic)
Ever play vindictus It has in game voice chat and guess what it is super Laggy.
Sony ps4 chat works because its done using the system and its not in game, with all those 90002 errors we get I can just imagine if they added voice to this game it would be a nightmare.
neverwinter has it
WoW has built in party and raid wide voice chat. Or at least I think it works like that. Never used it.

It's an old blog post, but he's pretty conclusive about voice chat.

I am personally a veteran online gamer so I completely understand the importance of voice chat but if we were to make it an officially supported feature then there is a chance that some players would start to demand that others use it just because it is an “official feature”.
Of course, we will not be prohibiting external voice chat via Skype etc, so individual player communities can still sort out their own preferred means of communication!

As someone who uses voice chat several times a week:
No. 100% definitely no. I want to have control over when I voice chat, and have 0 interest in going for it with randoms. I'll stick to 3rd party programs (with no pressure to use in random content) thx.
EQ2 has built in voice communication, and it's awful. They also have proximity chat, and it's also awful. I only ever used it one time for 10 minutes during a memorial service for a friend who had passed away, and there were people from lots of different guilds around. Even with it being in-game, most guilds prefered their own TS/Mumble/Vent servers because the quality and reliability was infinitely better.
Last thing I want to hear is little kids screaming or yelling, erotic role playing or just straight up being rude for no reason. You see how heated some of the chats gets over a simple screw up? Don't wanna hear it blowing out my headphones....then again let em, I'll gladly krank up my J-pop and anime songs and let it blare the entire time. :3
