If you're unhappy with the thread, just don't read it and don't reply to it. Or if you only wanted to be helpful, then add something to the thread to make it useful.
As far as I found out, the event NPC will give you a quest named "Impish Impositions" and ask you to go on a patrol in town to discover Imps.
- Imps will pop only at night time, which starts from about 17.30 in-game.
- Sometimes they start popping as late as 19.20.
- The atmosphere and lighting in the city will noticeably change, so you will know it even without looking at the clock.
- Also, you can hear a noise from an imp 2 times a night, once when they start popping, and once when they stop popping.
- Imps will pop in various spots in the town, mostly in a Guild or in front of a Guild.
- First person to talk to the Imp NPC, will get to answer a riddle, if you answer correctly, you get an extra amount of Cookies.
- Everyone can check the Treat Basket on the floor which will pop after the Imp disappears.
- Each basket will yield 3 pumpkin cookies.
*Cookies are for either eating or bringing them to the Quest NPC (Adventurer Guild's Runner) and trade for rewards.*
I believe list of rewards include Pumpkin Hat. I haven't gotten enough cookies to trade in yet, but I've seen people wearing various designs of Pumpkin-head Hat.
There are so many people doing the event in Ul'dah on my server. I am thinking about going to Gridania to see if I can find a more peaceful spot to try to answer the Imp's riddle when I see one.
Additional information,
After taking the quest, when you talk to the NPC again you'll be able to select "Exchange cookies for prizes" which will bring up a list for you to view what headgear are available.

I just wanted people to know it was ready, kind of like how people will post that servers are up following maintenance.
Anyway, you get five cookies if you're the lucky one to answer a question. If you get it correct, you get four more for nine total. All of them are about game lore like Ala Mihgo, Dalamud, etc. The "Suspicious" NPCs do repop, and right before they do you get a /say from them which might make it easier to try and be the first to target them.
The event is really easy all you have to do is check the baskets and let some one else do all the work again!
However the person doing the work gets more of a reward.
This is a bit too toddler for me. It reminds me of Halloween in elementary school.

Yeah but come on, go speak to an NPC, then find another random spawned NPC, gather cookies, and hand them in.
It's like being in pre-school.
I am the last one to compare every game element to WoW, but my word they could have at least made the effort, look at the majestic Hallows End event in WoW, there is TONNES to do, same as RO, same as Rift, and even Guild Wars.
The FFXIV event is poor.

You collect enough cookies and trade them for rewards at the quest giver.
I've seen people walking around wearing Pumpkin hats. I think hats can be obtained through trading cookies to event NPC.
Oh right, the cookies-trading-reward are Pumpkin Head.

The pumpkin hats are the event rewards people.
You get one for 3 cookies, one for 10, one for 30 or so, and one for 99.
The WoW event is pretty bad, it's just a token/daily quest grind for rewards. I was actually just doing them and came to the realization that it's not worth doing anymore because a year from now it won't mean anything because most of the community is going to leave it in mass for TOR, GW2 and possibly FFXIV according on if the 2.0 changes stay on schedule.
Anyways it's better to compare the FFXIV and FFXI (FFXI has the best events out of any MMO) events. I expect they will eventually redo the events, and I seriously doubt something like the current events would be permanent.
Oh man, it started? Dunno why I was thinking it was Thursday... Sweet. Time to get me some pumpkin heads!

Gimme a break. It's not like NPCs in the game don't say "shit" left and right, talk about sticking your manhood in various places, and use every other curse int he book. I'm actually suprised the game isn't rated mature for language. "toddler" ... Really. that's one of the silliest things i've seen said on this forum.

CHances are you read the page immediately after I post it. I had to run back to the NPC to check prizes, take screenshots, crop the pic and upload it, before editing and posting it in that reply. That took a while.

Why would anyone want SE to devote so much time to making such a substantial event for a once-a-year holiday that is hardly celebrated appropriately any more, when their game which has taken so many resources is still a year off from being where it should be?
Anyone griping about the event being "childish" or "lacking" needs to set their freakin' priorities straight.

I am getting many "The basket is empty." message. My bro said maybe it's because the basket has limited number of cookies and other people grabbed them all before me. But later on when I was like the 3rd person there, and not many people were around at all, I still got empty basket every once in a while. So I and my LS friends are speculating that maybe if the person who answered the riddle didn't answer it correctly, the basket will have no cookies.
Can anyone confirm or deny this?
I've never been quick enough to get the riddle from the Imp.
This Halloween event isn't so bad. I like the pumkin masks, they look a lot more vivid and sinister than in FFXI. Would be cool if you could transform into a "monster" next year though, but seeing how early and undeveloped the game is this is something that the devs can do when they are less occupied.
What has worked for me this far is to just wait at one of the guilds, there's always one or two that pops there each five minutes during the night. You could make 6-20 cookies each round if you are as lucky as I have been.
Wish the sky was dark at night.
