I have this same issue, its weird
BUMP
Hm To be fair that is a very close up shot.
A lot of textures that close up in this game don't look too hot.
But I don't recall what it looks like for me so I can't objectively say anything.
Hmmm I never noticed it looks like low-texture. I thought it's meant to be like this because that's the mask or the helm and how detailed a chocobo's helm can look?
I feel my chocobo looks good enough on the texture aspect, but from the front and close up, my chocobo also looks just like in your screenshot.
Have you seen other people's chocobo screenshot? I mean, I am curious what made you think your chocobo texture looks low.
my original on high texture quality

fooling around and put standard quality to lower memory usage trying to boost frames. and the Chocobo looks better.

edit - checked and the same with the company flag.

opening cutscene for ul'dah shows the chocobo helmets not blobs of brown and silver but actually look like leather.
Wow yeah the company flag does look like reversed texture quality!!!
yup, noticed this awhile ago, sent in a bug report, hopefully they'll get it fixed soon
let's hope.
i have a 440. the rest of the game looks gorgeous but the blobs of texture on the Chocobos messes with me...
I tested it for myself and found out have the exactly same problem. Chocobo graphic in my game seems to be swapped too.

Top pic is from "High" setting in Texture Quality.

Bottom pic was when I exit game and changed Texture Quality setting to "Standard."
See the image on the Company flag looks smoother and not pixel/blurry.
Weird ><
I am using "ATI Radeon HD 5800 Series." Don't ask me which one from the series because I don't know. My PC's device manager only told me this much.
My bro also confirmed that from his PC, the Twin Adders' banners in Gridania look correct for High Quality, while his chocobo's banner is also of low texture quality. He suspects the graphic (sprite) to have wrong tag so they're swapped like that. XD
ANd yeah I just found Aenarion's bug report thread. They're gonna deal with it soon, it seems. Looking forward to the next minor patch!
And... Not fixed with this hotfix...
I noticed this on my 460GTX. I thought S-E was just being lazy, I'm just happy to know an accepting res for the chocobo/flag exists, even if it's out of my reach for using better textures.
/hope for fix
edited: talked nonsense...just tested it and the textures looked horrible on low oO
I knew I wasn't crazy. Was wondering why npc chocobo looked better than mine.
arrgh or not. i just viewed something on a tent to test and it looks horrible on every filtering low. just low res texture from the start. so ill try low and see if it looks shit all around ;)
edit: or just standard cause low seems to be bugging with the trees a bit :S
Hopefully this isn't going to be like beating a dead horse, but here goes. I seem to be having a similar issue, maybe even the same. What seems to be happening is that any texture that is environmental (ie the ground, any buildings, ships etc) all seem to be of Standard Quality even though I have the Texture Quality set to "High". This computer is using an AMD 6870 with version 11.11 drivers installed.
A screenshot is here:

I took another screenshot on a friends computer that was running a gtx 580. His setting were the SAME as mine but the image produced on his screen was worth of my envy. That screenshot is here:

I do not understand it myself. I have tried multiple driver releases and they all exhibit the same crap textures. Any thoughts?
I actually fixed my issue!!! I am so happy! After doing a TON of digging around on the inter-tubes I ran across a bit of information concerning mipmaping. The setting that is selected for this in my drivers is directly tied to the quality of the textures displayed in game. The only issue is that all of the new AMD driver sets have taken that feature out, as in you can not adjust it though the AMD drivers. I downloaded a 3rd party (reputable) utility that would let me choose the mipmap setting. It's called ATI Tray tools. My system was set to "Performance" by default for mipmaping. I swapped it to "Quality" and that made the HUGEST difference. It's like I am playing a whole new game! I hope this helps someone out in the future!
