In Tales of Dragonsong War, Francel is called the fourth born. His older siblings being Lainiatte (sister), oldest brother Stephanivien, and another brother Chlodebaimt who was killed in the sacking of Steel Vigil.
In the Hunter-Scholar dialogue for Naul, Chlodebaimt is referred to with "The dragons Naul and Svara are best known for their attack on the Steel Vigil, which left the fortress a smoking ruin. Notable casualties include the third son of House Haillenarte..."
Is there another older sister?
1- Stephanivien (1st son)

3- Unnamed sister?
4- Francel (2nd son???)
5- Chlodebaimt (3rd son)

To clarify the intent of the line I wrote, Francel is reflecting on his status as the fourth-born son, as daughters are often excluded from the line of succession in Ishgardian houses (there are exceptions, of course).
The birth order of Count Baurendouin de Haillenarte's children is as follows:
Stephanivien - firstborn son
Chlodebaimt - third-born son
Laniaitte - firstborn daughter
Francel - fourth-born son
I realize this may beg an obvious question, but before you think to ask─no, I can't tell you anything about the second-born son at this time. Terribly sorry about that.

Yeah again I am not trying to imply that I sincerely believe it is Haurchefant. Even putting aside the issue of a family line being tied to the mother (it is a patriarchal line from what we've seen so far in Ishgard) Haurchefant has silver hair. That seems to be the physical trait from his mother and none of the Haillenartes have it. All I meant, somewhat jokingly, is I have seen much dumber plot twists in much saner games than this.
It is most likely someone we haven't met yet who will factor into the Ishgardian fallout we're all about to walk into.
I just hope this means we get to learn more about this family, they've always been one of the more interesting Houses to me. -
