It works in PvP, but they have it disabled for PvP.

So what you're saying is: it doesn't work.

And it is likely they will disable it for the wolves den update as well

It does work, it just doesnt really do much on 180 gear sync'd down to 150.

Morale as a replacement for defense was changed awhile back.

What it does do, though, is bring the gear up to ilvl 210 stats before syncing to 150. This (arguably xP) matters because the smaller of the 2 secondary stats on 180 gear is actually slightly below the max cap for i150 sync.

Using crit on feet as an example, you can find the cap by looking at the crafted 150 gear http://i.imgur.com/dt5DxLM.png - cap is 32 crit (the larger of the 2 secondaries)

To test I used the Asuran Sune-ate of Fending and Sabatons of the Behemoth King, both i180 and having 30 crit as the lesser secondary stat, with the behemoth shoes having +30 morale. http://i.imgur.com/QI5vi8K.jpg

So yeah, works but currently only amounts to a tiny extra bit of secondaries in frontlines.

It still works in non-WD, but the effect is negilgable and you wont notice it. Morale is aimed at WD and geared not to have too great of an effect as the first iteration has shown it to be too potent. WD is in a big quagmire atm and unless they give people a reason to do WD, moral will never have any purpose.

You didn't change any other pieces out, right? I'm asking because I noticed that the Fending gear has Accuracy which, when switched, should drop you to 376 -- yet it shows 386.

Inversely, the Skill Speed difference isn't enough. Before it is 554 which +42 from the Behemoth King boots should be 596, but you only have 586.

So unless I'm just super tired and missing something (I don't see you with any buffs on except Protect)... what the heck is going on here?

As it stands, I'm pretty sure Tanks benefit the most from the secondary stat allocation after the level sync. Wolve's den might change that depending on how they decide to handle the lvl sync. I doubt they would have kept the moral stats in the game after 3.0 if they don't plan on utilizing them in Wolves Den. For now, though, for tanks in particular, it does make a small difference.

What ilvl sync does is set a per slot, per stat, cap. With i150 sync, skill speed and accuracy are also capped at 32 on feet; the difference between the numbers in the two pictures. All secondaries share the same caps across a given slot with the exception of piety and determination unless Im forgetting one.
