The same reason there were no Goblins, beastmen or many other traditional FF enemy types in the game to begin with. Game was backwards, it's being fixed now.

We can get to Tonberries after we take care of Mandragoras. Get your priorities straight, man! Hell, I'm sure as soon as we find the mandies (preferrably korrigans), the entrance to a secret underground lair CHOCK FULL of tonberries will be like 20 yalms away.
