I find with an arrow on it's own i don't notice much, if at all an increase in speed.

You should probably try PLAYING astro, as if you dont notice you're not very good at paying attention, even a DRG i often used it on started noticing his GCD becoming to fast and messing up his rotation because he wasn't accustomed to the speed. You're either lying or trying to hard.

When tested i've noticed the increase in speed on auto attack. But not on spell casting. I used to main WHM and have been maining AST since it came out, love the class and have no problems with it. I just don't notice a difference in spell casting with a normal arrow placed on me. What i am trying to get across is i don't FEEL like it's doing anything.

On a side note MNK had 1.7x secs GCD with Enhanced Arrow, 15% are 15% (or rather 10% are 10% depending on which RR you use). If you don't notice it, you are either not paying much attention or worse... :).
