They'd need to implement a multi-layered dye system first, if you're referring to tattoos attached to armour pieces. Don't see that happening anytime soon.
I thought you could already change the colour of tattoos, or are you talking in the barber dude?
Well, barring that all but one tattoo is a function of attire, we'd first need to have tattoos. People have been asking for this for a while now (though most just want a specific tattoo, but that's another story) and I'm rather supportive of that idea. But I'd imagine those would come with a color system in place, not unlike the face paint options we have already. As for the attire tattoos, I don't think we'll see them as dyeable unless Square changes how much of said outfits can be dyed.
Well, I saw the image of the Miqote sitting pose and he had a new tattoo design on his leg, which is what got me thinking about it. I wouldn't even mind if the tattoos attached to armor and such could be dyed entirely (like if you have a pink Arachne shirt of striking, everything on it is pink, including the design).
Just get the same body gear like him.

You can change the colours of tattoos by speaking with the aesthectian, Jandelaine. If you haven't unlocked him yet, his quest is near the Drowning Wench in Limsa Lominsa.
Would be really nice. They'd have to give us dye channels to do it, so we can dye different parts of our gear, and that is something I would definitely like. The dye system (...well, and the wardrobe system) in this game feel so outdated.
