The way its worded it seems like it will be a short penalty. 5-10 minutes maybe is what im thinking, but i guess we'll see.

You become unable to queue in progress for awhile, but you won't have any restrictions in terms of queuing normally

The way it was worded, they made it seem like just long enough that you wouldn't be likely to get back into the same party once you're kicked, so maybe a couple minutes or so

I don't know why separate instances can't have their own Do Not Call list, but maybe that was too hard to implement or something?

What they should have done is make it so that you can't rejoin the same party again instead. There are many reasons for getting kick, sometimes it might not even be your fault.

Being kicked for offline due network/computer troubles. I wouldn't mind getting back to the same group in such a case, and their kick hardly was for personal reasons.
