Most likely a weekly turn in or daily turn in? Who knows, wait till tomorrow.
Collectable turn in at the Splendors Vendor. (Higher collectability requirements than other things [e.g. Adamantite Ore at 530])

As far as I can tell, there isn't a limit aside from the fact that the only thing they are used for is to be traded in alongside another resource that is time gated.

You will need 1300 Red Gatherer's Script to buy 26 Rowen's Token (Red Gatherers Script), and by having 450 limit red scripts for week, we will need 3 weeks to get a single tool. That was the most ridiculous thing I've ever seen, making people locked in a time based system to prolong game subscription. Not even in free to play games there are this kind of bullshit. Congratulations SE.
I really dislike the caps on Red gathering scripts.... If you could craft the gear like the crafting stuff I'd say sure go for it. The gear for them only comes from the scripts and its just crazy now as a gather / crafter / raider trying to cap 3 things a week =(
Gathering gear, you have no choice at all. The item for any given slot is either Crafted, and has no bought equivalent, or it is bought, and has no crafted equivalent.
Unfortunately, you can use your Gathering Scrips to buy gear, or to buy Favors - but due to the number of scrips you need per piece of gear, and the weekly cap on obtaining them, you cannot effectively do both. That means you cannot make your Crafter gear, either, on those weeks you are saving for or buying Gathering gear.
This system is worse than that 300 Mythology cap way back when.
Does the collectiblity number on these foils always stay the same at 530 or does it vary?
Not only for gear, but also for the raw materials necessary to craft gear. Sample is Adamantite Ingot, which needs 5 Purified Coke, which costs 50 Red C.Seals (also other things too, but lets ignore this detail), so you will need 250 Red C.Seals for a single Adamantite Ingot. You can't do two of these is a single week. If theres no limit caps, that would be ok, it really would be more things to do in a week, but with the limitations, its like you are tied to a broken game system. Give it time, they will remove the limit caps probably, or at least I hope. One thing is clear, this new system is not for everyone, the caps needed are so high and the income are so little, and its too time demanding that people like me who don't have too much time to play should be considering give up land and hand disciples.

It costs at least 100 RGS, however, one of the costs you did not want to mention ...
Purified Coke. Comes in a set of 5. Takes 10 Red Ooid, 10 Wyvern's Wart, and 1 Rowena's Token (Red Crafters' Scrip).
Purified Coke HQ. Comes in a set of 5. Takes 3 Red Roundstone, 3 Dragon's Wart, and 3 Rowena's Token (Red Crafters' Scrip).
The other items all follow a similar pattern. For the same number in the set, the HQ version costs 1/3 the other items, but three times the Tokens, compared to the NQ materials.
Well, the items for the HQ versions drop significantly less. For me it is a waste of red scrips to buy HQ mats, so I sell the big mats on the MB and only turn-in for the NQ ones.
I don't worry too much now. Next year I return and see how things are doing. For now I had enough.
Its too time demanding, too time limited and the caps needed to archive are too high to make anything, while now you need either materias that cost millions and the poor chance to meld them. I could expect this from a free to play game, but not from a subscription game. There are more creative ways to make people pay subscriptions. I felt too discouraged that I don't feel its worth or fun anymore, while there are other options for me to play. In my opinion, a game first must be fun, and when the content turns to a burder rather than a pleasure, its over. Perhaps I should put like this:
"I'm just a kid in a bakery, and diverting myself now and then savoring a sweet or tastier chocolate than ordinary, whilst a great pantry of delights lay all undiscovered before me."

why are people complaining about 3 weeks to get red script tools? it took months of rng to get my fisher tool for each step. hq umbral ore, 99hq antumbral ore. rng and rng. this system is by far easier. maybe even too easy.
