Depends where you are since server population does affect the amount of talkative players.
Might depend on your server. People talk on Gilgamesh all the time.

And the people in each zone couldn't tell if you were trolling or not either.
Of course we don't play this game any more, we're all just in the official forums arguing with each other because we miss it so much.
Balmung can get quite vocal in the questing zones. Then someone complains that they are ruining the sanctity of the shout channel, as it should be held pristine and sullied by the masses.

I rarely see anyone talk on Ultros and I don't mind it personally, having people around me fill the chat with random and personal things /and all the emotes ofc/ can make me feel pretty uncomfortable, but I'm not the most social and lolrandom person ever so. (I swear I was about to tell two people earlier to go start their erp elsewhere...)
I did notice though that people in instances talk much less, even the few Hi and good job have become pretty rare this days.
Im in a huuuuge fc and they talk. Usually you need to say something for people to talk.
"Do people even play this game any more?" Sorry, it's really hard to tell if you're serious when you phrase the question like that. OF COURSE people are still playing the game. Your server may have a culture that discourages shout chat, however, in which case you may want to consider transferring to a more chatty server if that is what you're interested in.
Zalera has one of the lowest populations iirc.
Is this a legitimate complaint? I know the OP said they were being serious, but how can you play on Zalera, quite possibly the lowest populated server in the entire game and be confused as to why nobody is being responsive?

I wouldn't respond to something as vague as "Hey..." anyway. But I almost always answer questions and if I see a B-rank Hunt I'll announce it to the zone.
If you wanna get a response, just say "inv" people will immediately request coordinates and invites

Back on topic though, while it's not common that someone does so, if anyone tries to start a /shout conversation on Shiva, then there's usually at least two or three people, (myself included), that will respond if they see it, regardless of the area. The only exception is during low traffic hours obviously. I think this could just be server thing on your part as others have said....
N. Thanalan is where most people hang out. followed by Idleshire, but even then there really isn no "unofficial" hangout spots like hoe Mor Dhona was, probably because it's just an instanced area where you come and then go

Actually had some random person ask me yesterday how to get the first flying mount and after explaining the entire process said person didn't even so much as say thank you he just put /busy up and never contacted me again. Now on the contrary there is lots of chatter in my fc and ls so I guess people just talk when they want :P
I think it's your server, I'm having hard time finding a queit zone. Lately even in the ward of my FC house there are shouts XD

Im on behemoth- one of the more populated ones (to the point in where I couldnt even get my best friend on the server, after 3 weeks of trying...)
It used to be bustling and very loud, but it's gotten really quite now.
Even my FC, who were normally very loud during prime time, doesnt really talk much anymore.
The only shouts that are made are for Hunts and ravana clears, and evern that happens rarely...
I kinda wonder if this is just normal, and the same thing happened when 2.0 dropped....

Depends on your server! Odin usually has people chatting in shout in most areas. I was invited to a lovely chatty LS too last night. I love talking while I play so was pleased with that hehe. Why not try making your own social LS? Just invite anyone to it who you happen to party with who seem fun/talkative and tell them it's a social one. Handy to use for raid parties too.
I did find that the server seemed quiet all over, even in FC chat right after release of HW, but that was because we were all busy reading text and watching cutscenes.
Cerberus is fairly vocal, it mostly depends upon how you go about trying to talk to people. Generally I only speak to the members of my FC, but there are random encounters once in awhile when I am doing fates and heal or raise a stranger.. or just emote in response to something where it turns in to a nice little chat before everyone continues on their way.
You could always try shouting "MARCO!" and see if you get a response. It's pretty hard for people to ignore that lol.
It's the opposite on mine, people never seem to shut up on Ragnarok. :p
The shout channel is often full of people yelling out hunt (A and B rank) locations, people looking for groups or help with things or FC recruitment spamming plus the occasional trolling jokes. The say channel is often filled with people chatting to each other too in most zones I go to or people spamming emotion emotes to each other. So my guess is your just on a low population which is why it's different there. I personally tend to speak only in FC chat mostly and sometimes shout a hunt mark location in /shout but I rarely talk in /say channel. I don't mind the times it is quiet however so feel no need to fill the silence when there is silence, I'm usually too busy doing other things to care about such.

I'd probly not have answered you as being under the impression of either it was a MT, or just the fact that there's nothing to respond towards someone just using such a paused phrased.
Now, had you said "Hey!" like you were actually trying to get someone's attention, then maybe I'd have said something in return. Better yet if you used an entire sentence and maybe attempted to throw in a topic.
Seriously, being upset because nobody responds when you don't give them something to really go on is a tad silly. Bring something that's worth the effort next time.

Just made a comment on a similar post. SE made these grand new zones but forgot to put any end game content in them.
Global chat channels would fix this.
Such as...? Anything you name is probably already in the game. What can you do in the open world that would be done as designed instead of destroyed by the player base (such as hunts) by adding more people? The only way to prevent players from doing things like this is to instance content.
While overall this game is very quiet compared to the rest of the MMOs, chat is also extremely server/zone dependent. Gilgamesh has lots of chatter but it's still not enough. I miss global channels :(

Don't even get me started on hunts lol. You are right, most of the features are in game but never utilized in a way to be an end game feature. FATE covers a lot of this broad term but lacking in so many aspects. People have asked for Hamlet defense back, where dragons would attack settlements and DoL/DoH players would have to craft/repair stuff while DoW/DoM would directly attack the horde. Treasure Maps designed for i170 players, either full party or alliance. Bottom line though is outside of DoL, there isn't a lot of reason to head into the wilds in 3.0 besides random hunts to ungrade gear you go in DF.
