I assume some allagan monstrosity or something to do with the warring triad since the door is next to the statues I believe. Most definitely a future encounter regardless :).
Probably some sort of Allagan Starbucks.

Looks like an entrance for an upcoming instance.
I say it's the secret allagan broom closet. Gotta keep your cleaning supplies somewhere right?

I'd actually like to see that be where we go in to fight the Warring Triad, if that becomes a thing. Otherwise, I'd like to use it to fight King Thordan Extreme.
There are many extraneous doors in FFXIV. The devs put them in as placeholders for possible future content. That doesn't necessarily mean all of them will be used though. Sometimes it's better to be prepared. There's those gates in Central Thanalan and East Shroud that have sat vacant since 2.0 launch, as well as the door and hallway that leads into the Gelmorran ruins in North Shroud. There's also a slew of doors added to 3.0 maps.
Let us also never forget the Unfinal Coil of Bahamut over in Boulder Downs. Or the mysterious glowing portal in the garage over at Haukke Manor.
I'm just surprised they used chains to keep it closed...for allagans I expected more from them.
...sigh. The freakin' Forgotten Knight is really just Callaway's...

That's clearly the entrance to....the VOID.
If you look around Azys Lla, you'll find all sorts of hidden things. There are a few rooms full of broken experimentation vats.
Stumbled into that passage leading there shortly after unlocking and queuing for Aetherochemical, it felt kind of eery and ominous... even still it does, weeks later.
Maybe the crude "sealing" of the door is a sign that it was done in a hurry, maybe before the place was abandoned (if it was in fact abandoned)?

It could also be the Eidolen's Realm where they sit, sleeping until called upon.
A chained door, some out of control/berserk robot boss I'd wager.
