Learn to dodge them tornadoes. They don't do much damage, but the time you spent in the air is a DPS loss.
Probably just people who rushed to 60 without actually taking the time to learn the combos or skills and how to actively use them.
gears =/= skills
Maybe half of dps go play bungy jump with no rope.

bismarck ex, but what can i do to deal with it? I can only find my members through pf, and there is no way i can know if they are good enough
Gear merely sets the cieling for how well you can do. Skill determines whether or not you're living up to it.
Let me illustrate this for a moment: If I stand there as a Monk and do my 1-2-3 of my damage skills - not even my buff/debuff/DoT skills, I would do a certain value of damage. By comparison, actually performing my full rotation, using cooldowns, etc. tends to about double that value. However, I have run into people in similar gear who do half that original value. I have run into people who do similar damage to if I was to just stand there and auto-attack something.
Especially now with more complicated rotations and cooldowns to use, gear matters less and less to DPS compared to raw skill.
As for "how do I find good Bismarck EX DPS?" Make connections. Talk to people. Keep trying. It's one of the rare cases in the game where, for once, the onus is on the DPS to perform. A lot don't know how to handle that.
Because ilvl dont matter if the players dont know how to play their job.
This is why i think we need a way to see our dps. People who are bad are probably too stupid to understand that they are dealing low damage without numbers showing how much they deal.
Stupid? No, that's not the word I would use. Stupid would be knowing their performance is horrible and insisting it's still sufficient. Just kind of blissfully unaware, really.
I think a lot of players just don't have the opportunity to realise their performance is really bad until they come up against a situation like Bismarck (EX or Story, frankly I've Seen Some Runs)... and even then, without the information at hand to distinguish if they're doing something wrong, the automatic assumption is it isn't them. Group DPS checks are simultaneously one of the few chances where players can actually have to recognise their insufficiency, and can blame it on others.
Group parsers tend to bring other issues into play in games where they're introduced that cause a lot of friction and unfriendliness in general, but we do need some sort of measure in place for players to self-evaluate and actually discover the level they perform at.
The short answer is, you failed to dodge tornadoes -> cannot DPS while being blown around -> lost too much DPS.
Tanks are pretty much locked into their Defensive stance in this phase, due to high incoming damage and the necessity of tank-swaps. So their DPS won't be too stellar.
Healers are pretty much locked into healing due to the high tank damage + unavoidable party damage. So you can't expect the world from them either.
You need DPS who can dodge the tornadoes consistently while still keeping up their rotations.
In a pinch you could use Melee LB to help kill one. Also if you're crafty and can work out the tank facing him at a 90 degree angle (careful where you stand, it cleaves), it's possible to Ranged LB both snakes at once. It's not recommended to use Caster LB since if they get too close their damage shoots through the roof (as if they didn't hit hard enough already).
If you're playing with people you know, force them to buy and use food. Or even buy it yourself and give them out before queuing. If you use a stat pot on the Chitlin, it will not be available for the snakes. But if you can down the Chitlin without using a stat pot, perhaps you can use a stat pot for the snakes to help out.
It should be obvious that skill > gear. Quite a number of people have cleared this encounter without even having ilvl170.
Hunt gear =\= skilled players lol
