After playing BLM to 54, and War to 60 to have a sense of the fight mechanics, I would like to propose a small change to Ley Lines.
BLM has a history of being heavily punished by movement. With Ley Lines, we are also punished for repositioning. There are a lot of mechanics that simply target ranged dps and force you out of the circle, causing you to lose the buff for 1-2 gcds, not counting time spent moving and not casting. I propose the following solution.
Make Ley Lines apply a buff to you which gives you the 15% Haste effect.
This buff will last 6 seconds, and is refreshed by being in the Ley Lines circle every tick (ideally every second if the game code allows for it).
This way if something forces you out of your circle, you have at least 3 (ideally 6) seconds worth of the buff on you, which should be long enough to move out, cast, and move back in.

That's an excellent idea. Keeps why leylines intended, and adds the whole "The empowered magic slips through your fingers when away from the leylines" feel to it. This way, we can reposition, but still bound to a location where our leylines are popped overall.

That said, another option may be to reduce the CD to 60s, to line up with many of our other 60s damage boosts. That way you are not completely screwed if you were forced out of your circle. -

Heh seems that bosses love to cast aoes as soon as you cast it. I myself would have prefered a buff over the circle great idea one I thought of as well. For now I guess knowing the boss, his mechanics, what he does at a certain point is the key to using ley lines effectively. I only used the ability at times when I knew for sure i'd get the most out of it.

How about just increase the Ley Line circle radius by 50%. As it stands now most ranged AoE attacks fill up the circle entirely, increase the area we can stand in a bit and that would be able to be mitigated some.

I love playing BLM and to be honest I like the idea that to be buffed you have to "do something" and also when I saw the cooldown time of Leylines I was shocked, because it is a huge haste compared to others and you will have it theorically for 1/3 of all your time (30 sec every 90 sec) and in this way you will even easily combine it with Raging strikes cooldown.
Anyway I'm not lv 60 up to now and so I haven't do anyting so hard and I'm not able up to now to compare BLM dps with other classes, so I wouldn't express myself too much xD
If it will be an issue up to me too, I'll return here to spend my voice :P
Instead up to now I see an "issue" on the BLM AoE compared to the SMN ones o.o
I would like to see how much DPS do them now. -

the drawback should be to place it when you know mechanic won't require you to move far distances. just like you don't use blood for blood when you know huge raid damage will happen soon.

Suggestion: Make Ley Lines do the following:
1. 15% spell speed increase like it already does
2. Astral Fires/Ices and Enochian ti8mer will run out 15% slower!
I like th Idea to try to stand inside my circle at all costs and make it even more rewarding :P -

Anyway up to now some AoE are avoidable even staying in leylines, usually I use it then I DON'T stay in the middle but move myself on the limit of Leylines, so for small radious AoE you can still avoid them staying on it.

it does seem that once its placed its target no1 for aoe attacks but part of the challenge is to know the best time to use it or know the best place to stand.
I do think the radius could be increased considering the size of all the new aoe makers but not to the point of never having to leave it or potentially abandon it for a safer place to stand.
I like the idea of giving us a brief buff if we leave it but like you said nothing more than enough for a single cast at most. -
