Moogle is a active English speaking server. I happen to live in the USA where English is the primary language and I seem to not have a problem with the server.
Have to change deta center as well for NA servers
You can try Siren? We're not the largest server, but we have a really solid size without being so full you have to wait until absurd hours to get in, and that should also make your chances of enjoying the game when Heavensward comes out a little better too.
Marlboro is nice, I'd say we are a medium sized server. Not so overflowing that you gotta queue to get in but decent enough size that you will have little trouble finding help. Plus most of us are actually pretty nice :)

Sargatanas is a Legacy server, so it's one of the more populated ones out there. It's very active throughout the day and the evening primetime for US players. Since you'd be transferring servers, you wouldn't have the issue of waiting for the server to be open to new players either. It's pretty easy to make money on this server and the endgame community is active.
Goblin's pretty active now also :D
Anywho, http://arrstatus.com/, that site will tell you the server status, but it conveniently also tells you the DataCenters and Worlds for each region.
All servers that don't say (JP) next to them in character creation are English.
Actually the restriction of waiting for the server to be open to new players associated with most Legacy Servers applies to both creating a new character as well as server transfers. I know this because I actually looked into what was required for a server transfer a while back and that was one of the sticking points that you had to clear in order to not have to have problems with a Server Transfer.
As a Sargatanas resident however, I will say that Sargatanas is one of the best servers I have seen. It has an incredibly stable economy. The queues for dungeons, raids and other things, while long for DPS, tend not to be overly long; meanwhile the queues for Tanks and Healers tend to be near instantaneous. There are almost always people on. The only real problem with the server is the large number of gil spammers that populate Ul'dah and who send spam messages to people all over the server.
Welp, I'll just throw a vote in for Zalera (Aether data center). Won't lie, since we are a lower population server certain areas are ghost towns at certain times of the day with the pre-expac quiet time. There's a lot of RMT too.
BUT
There's a small-town feel to the server that's actually really nice. Most of the people I've run into are very kind. There's small circles of communities that are building up. I know there's one or two hunt-oriented linkshells, several smaller RP related FCs, quite a few raiding FCs, and there's a group of people who hold "underwear dance parties" at Gold Saucer after every jumbo cactpot drawing each week. So while we're small, there's roots for some really fun groups being planted.

I am living in Eu and play at Excalibur, my latency is not that bad. Compare to when the server was in JP, this is much better
