Change to windowed should make it better.

I think everyone gets this. I've had it since early beta and it's persisted through GPU changes, driver changes and screen changes.

It's tearing....if you go Full Screen mode and enable Vertical Sync in the ATI Catalyst Control center it should go away.
Sadly the Vertical Sync option doesn't seem to work in Windowed mode for me....
-
do you mean vertical refresh becouse I have that in my catalyst control center
-
It's not tearing from lack of v-sync. It won't go away even if you force it from Catalyst Control or a third party tool.
-
Goes away for the most part for me with the use of D3D overrider. ATI Vsync is horrid and doesn't help at all in this game or most xD Try this solution if you haven't alrdy :) ... also in patch 1.19 we're gettin a 30 fps cap option, so this will help alot as well ^^

i too had this issue, using ATI cards i put it down to tearing also cos forcing v-sync in radeonpro got rid if it. but this is only true if playing in fullscreen as v-sync won't work in windowed mode. could also try disabling catalyst A.I. tough i wouldn't call this a solution to the problem more fault finding.
best advice i can give other then this to use a application called radeonpro (links to it can be found on the ATI site) with this you can tweek setting on a per-game basis it also has other things like fps and gpu load overlay options. took me a while tweaking setting using this to get the game running right on my laptop.

Funny thing... installed my new ssd tonight and reinstalled FF 14... Vsync not on under ati settings still and no longer using D3D yet I'm not getting tearing like before... odd :S lol So it seems my ssd fixed stutter, load times, AND excessive screen tearing o.O ... it's still there technically... but you can barely even see it now unlike before >.>
Edit: Fixed for fullscreen, but still need D3D on windowed xD
