So I played EX Roulette to WP HM not too long ago and see a BRD foe to do dmg. I was a DRG so I said that we don't have mage DPS. The healer went to some rage for no reason and said that it is and tell me that I can't way what that BRD can or can't do. Didn't even try to offend the BRD and it didn't respond back so it seem ok, but the other just snap so I just stop.
Seriously though does it affect it's DPS regarding venom bite and wind bite? Cause I do play brd and if I see 2 melee DPS I just mostly paeon if speedruning. Im just stuck w/ confusion cause I don't see many other BRDS do it unless they have a mage in the pty or at least a healer does magic dmg which the healer I join never did as much.

I dunno, maybe the healer was doing damage too? As far as I know it doesn't affect bards dps negatively nor positively.

Foe's does not increase any Bard or Dragoon damage. They have elemental aspected physical attacks which are just remnants of 1.0, and serve no real purpose anymore. Only a few ninjutsu which are classified as maginal damage are boosted by Foe's in terms of the physical damage dealers. Other than that it is just casters that get benefit from it.

The appropriate response from the healer, give the info we have, would have been to inform him that it affects healer dps as well, not to fly off the handle. -

Nothing BRD does gets boosted by Foe Requiem. But this is irrelevant either way because it doesn't detriment the bard either. If the WHM was using Aero, or you had a scholar present that DoT's the mobs, it is benefiting the run.
The only time Foe would be unwise to use is if you're expected to be using Ballad at some point soon. That guy was likely complaining about nothing.
FYI, it boosts magic damage, not elemental damage, or more specifically it reduces the enemy's magic resistance. So if the attack is benefited by Attack Power, it's not getting boosted. Only casters get the benefit. If the WHM is using Holy, or you have a Scholar present, it is indeed helping the run. -

I believe it does boost all ninjutsu except maybe shuriken since the other ninjutsu are all magic damage. But only affects BLM SMN SCH WHM spells.

As Cynfael said, when I WHM (which is my main), if a bard puts up requiem during trash pulls especially, they'll get my commendation. On many trash pack pulls, my Holy damage often is the top dps on those mobs, and requiem is really helpful in bumping up that damage. When I go on bard, for whatever reason, I also put up foes if I see the healer is comfortable dps-ing. If they aren't quite comfortable, and we have no mage dps, then I will leave it off and use whatever other songs are appropriate/needed. I think the OP case was just one of maybe not knowing that requiem increases a 'dps healer's' damage a bit ^^

If you are curious about what abilities are physical/magical plant yourself in front of a dummy and test. Bring a dragoon for Disembowel to investigate what counts as piercing. Bard abilities are piercing, physical, physical(fire) and piercing (wind). All of these are physical forms of damage and therefore receive no benefit from Foe's Requiem because it reduces enemy magical resistance by 10%. You'd be surprised by some abilities such as Shadowflare which count as physical and not magical. Bard does not receive any benefit, however the boost to healer damage output is helpful. Foe's doesn't reduce the bard's damage, so there is no reason not to play it unless TP is needed.
