camp, like camp tranquill
basically a zone with certain level range mob, and usually have aetheryte to port there
I think that's supposed to mean areas for 1-50? If it is then no, its a 50-60 area only (or atleast, thats what SE is making it out to be, what with only being able to enter anything beyond current Coer after current story-line)
why not? does local Ishgardian adventurer start at level 50 too?
You can only enter Ishgard and the surrounding areas @50 after you've completed the current 2.55 MSQ, so all the areas in there are 50+.
It would be cool if there was level 30-40 area for powerleveling to 40-45 quickly. I hate that level gap.

If you mean in the new zones, then no. It start there with lv 50+
If only meant for high levels, then why do new jobs base out of there and start at 30 and not 50?
but does central coerthas count as the new expansion?
doesnt really need to.. since theres plenty of areas b4 hand that easily can get to 50... considering u need to be level 50 to enter highly unlikely there will be any mobs/areas for 40ish

There is no reason to believe there are "local Ishgardian adventurers", as Ishgard is a closed city, seemingly all elezen and very religious. I doubt being an "adventurer" is a real option for many, and those who do would be rebels. Anyhow lore wise no one HAS levels, so the point is moot. I very much doubt there will be any low level zone, there is no reason for it. Mid-level maybe, Coerthas is already for the 30s, so if they add another part of Coerthas maybe that will be similar.
Pick Ishgard as starting city? No way.
Grand company? I don't see why not, but it would require a lot of reworking of various things (including PVP).
Because no Ishgardians could possibly go outside to Central Coerthas. This is flawed logic given the game environment that already exists would suffice for the Ishgardian soldiers/adventurers. In 1.0 days almost the entire zone was filled with monsters that could one-shot you, so given the original lore the new Ishgardians have it pretty easy by comparison.
So far as I know they don't have any plans to retcon the story to have new starting areas an redo many of the mechanics of the storyline to make this fit. This kind of thing worked in WoW because they originally planned out the game that way that each starting zone would have it's own story and FF14 does that to extent but melds it into the main overlying arc much sooner. Given the general stance Ishgardians have taken it would make little sense with the current story and they would have to develop a completely different arc to work them towards the main story as it exists now. Given that this is a lot of development time I sincerely doubt they will put effort into this when they could instead be making all new content.

What about those guard outside any camp and city state? all of them have level. the one in Mor Dhona even call seasoned adventurer, to differentiate from city state military like brass blade or yellow jacket

No, but the jobquests of the new jobs don't need to send you to the new zones. Especially with Central Highlands, a lv30+ zone, straight in front of the Ishgard entrance gate. Ever the lv30-50 jobquests of the new jobs send you only through the central highlands, like with DRG, or they send you through whole Eorzea, but not into the lv51+ zones.
That level count as game wise, not lore wise.
Not in the area that got used the most time. From Camp Dragonhead to Dzemael or Camp Glory was nothing that was dangerous. Only in secluded corners, away from the main ways.
