Don't see why not since normal chocobos will be able to fly. The only difference is name and looks.
I don't believe chocobos have the capacity to fly though, at least not any yellow ones. They are akin to ostriches in the real world. The one exception is the black chocobo which was specifically bred to fly. Having the legacy chocobo or the grand company chocobos fly would completely break that.
Next they'll have flying penguins.
If Fat Chocobos will be able to fly I can't see why the other ones would not be able to.
"Once you clear a certain quest your fat chocobo will fly"

Maybe only Rank 20 chocobo be able to fly .. for the sake of all those effort, time and 10 Thav. Onions ..
If our GC chocobo can fly and the legacy one cannot, *facepalm* lol. It doesn't really affect the game but the Legacy chocobo is our GC chocobo, I should be able to summon him to help me fight - and if he learns how to fly yellow he should be able to do it while also yellow and black tipped XD.
Try check that out, and below link, search chocobo.

tbh they should change my company chocobo to the legacy one. Seeing how that my true bird but they did not do this for the sake of new players crying about how we get a much cooler bird that fight with us. I think it's time to at least allow us to glamour our FC bird into the legacy one.
Yup. I keep him on a hotbar and he's my primary mount in most places, as my GC Chocobo is usually stabled.
He waited 5 years for me. I'm giving him the respect this partner of mine deserves!
I'd love to see him take flight, but I would understand if he didn't, if the GC Chocobo doesn't. I mean, you still need to have some land-based mounts, right?
Maybe thats why they will increase level cap of chocobos... so i guess only past level 20 you can learn the skills to fly!
And now we have to change the wiki's: http://en.wikipedia.org/wiki/Chocobo
"A chocobo (チョコボ chokobo?) is a fictional creature from the Final Fantasy video game series by Square and Square Enix. The creature is a flightless bird, with a resemblance to galliformes and ratites, capable of being ridden and otherwise used by player characters during gameplay."
It seems...really odd to me that normal chocobos will fly. Chocobos are not normally flying birds. Where did you see this? That said, if normal chocobos will fly, I would certainly expect legacy ones to do so.
Edit Add: Ah, it'll be a function of training it as a companion, which legacy chocobos, of course, don't do.
It exist also the possibility that even a Goobbue can learn to fly. A reason more that Legacy Chocobo should fly.

Q: Do you plan on making it so our chocobo companions can become flying mounts?
A: Yes, we have plans to do this. There will be a special quest, and by clearing it your chocobo companion will be able to fly.
from what they have said the compainion chocobo Draught chocobo Ceremony chocobo and fat chocobo will fly, so i would assume yes the legasy chocobo will fly as well :3
I wonder if the quest is what opens the ability for flying in general. I doubt it would apply to chocobo companion only.
They've said we'll have the flying ahmiran, fat chocobo, bomb mount, ponies, whatever.
I don't see why any chocobo only would be locked behind a quest. I would expect that if a mount is made to fly, doing the quest unlocks flying abilities for all of them.
And it's only logical for legacy chocobo to fly if all those others do.
There will probably be a quest granting some kind of 'conversion' item allowing you to pick which mount can fly. As for chocobos not flying, did you watch any of the trailers? Like, anyone them? The Heavensward areas will obviously have black chocobo porters who, like in VII, will fly. Not saying that it doesn't look ridiculous, but black chocobos have had the distinction of flight since VII.
Hoping for maybe a dev response on this :)
This is a very good question. I hope we get an official response. Several things have me wondering about this:
Chocobo Companion is seperate and different from the Legacy Chocobo.
- Companion can be fed and colored
- Companion can be used in battle and levels raised
- Companion will have a special quest to allow it to fly
- Companion is able to equip barding
Legacy Chocobo
- Legacy Has a intriguing description
- Legacy has unique bardingQuote:
Five years and a realm-shaking Calamity were not enough to break the bonds between you and your loyal steed. A single whistle and he will be at your side once again. In the five years following your sudden disappearance at Carteneau Flats, your ever-faithful chocobo spent each waking moment galloping across the realm in search of his lost master. His myriad adventures are nothing less than fantastical and heartbreaking...but that is a story for another day.
- Legacy has a Tattoo on its beak
- Legacy has unique darker coloring to the tips of its feathers.
- other than that is is no different from the other mounts as a straight up mount.
I would love to see more of the back story of the Legacy Chocobo. Perhaps have an Echo Quest where you get some story on him when going to particular places. Some explanation to the Legacy mark on its beak, what it means, and how he got it. I would also love it if we could do everything we can with the Companion but with our Legacy Chocobo. I use him more often than not.
Please SE! Give us some Legacy Chocobo love!
EDIT:
OP, I noticed you mentiond they are pretty much the same thing by quoting someone else but this is not the case. The only thing the same about them is they are chocobos. The companion is a completely different interface. Now, I'm really hoping the quest they will have for the companion chocobo will also work for the Legacy but they specifically mentioned the Companion Chocobo. In the past SE has been pretty good about carefully worded posts, so this has me a bit curious how it will be handled. But yes, I really hope we can get a dev response.
The image in my head is disturbing. Floating through the skys like a blimp and its two noodly arms flailing in the breeze behind him. I see a combination of the two images below...

Bump for possible response? ;^;
...I'm starting to feel put off, really. As if the absolute swarm of stupid ponies wasn't enough, in a world with lore almost completely lacking horses at all, they'll all also be able to fly. Heck, maybe even that bumbling goobbue will fly. But gods forbid actual birds can learn to fly (as some suggested)? Well, screw that. It's a good thing there's official word about the company chocobo getting the ability of flight - I'd suspect that implies all the other 'bocos will get it too. That's just me, but I am hopeful.
(On a general level, the legacy does need a little bit more TLC, as pointed out - it has an interesting paint and a cool description, and that's it. With that lore though, it deserves some more respect, at the very least, we should be able to have him as company mount too.)
I'm still bummed from when they announced that Legacy players would receive a "special chocobo" around the time they started talking about the companion system, and never qualified that it would be a "special chocobo mount" until it was way too late to change anything.
it was confirmed in the twitch live letter stream (episode 6 i believe) , there will be a quest which you can take that allows you to train your legacy choco to fly
They have flied since IV

I can't answer about flying penguins, but yes, legacy chocobos will learn to fly in Heavensward.
Yay! Super happy about that. Thanks Devs!
