Just noticed that airship to Gold Saucer is free at all city states, and also the ride back to Ul'dah from Gold Saucer is also free.
Thus all indirect airship flights to Ul'dah is also free, if you don't mind routing from Gold Saucer. ;)

but the teleports to the major cities are not free
Well, that depends where you have your recall point set to (and your free teleport location).
Personally, I have my recall point to my Grand Company city, free tele to Mor Dhona, and favored teleport to the final city that doesn't have my house or Grand Company.
Return set to Mor Dhona, Free teleport (from token) set to Limsa, Favorite to the other two. If I need Ul'dah, I free teleport to Limsa then go to GS then to Ul'dah.
New to the game. Am I not making the smart decision by spending money on teleporting everywhere. Also, when I get a chance to play this game my time is limited.
If you have 0 gil, Your homepoint was set to GS you would be stuck. This would be bad.
Likely why it's free to leave.
My wife is developing a game, and she doesn't want to patch it 100 times after release. So she has to ask the WHAT IFs.
The alpha tester, Uses game pad, She didn't the Alpha tester was like ooo can you do this and that and this with the controller. And she spent 5 days to fix the issues. Because she wasn't thinking about game pads.
Didn't know anyone outside of new players actually use the airships.
The time it would take to make extra teleports isn't worth the gil it saves me (I could make more gil with that amount of time doing some other activity). It's like if Bill Gates dropped a $100 bill it wouldn't be worth his time to pick it up :)
Just like Charlie on the MTA, this leads to the potential problem of being trapped in Gold Saucer if you travel to it by airship and are then foolish enough to set your homepoint there if you have no gil - even return would just send you straight back. This is a minor oversight that could have serious problems.
