We had one winner it seems in first week but no winner yet in this one or none that has come forward it seems. I am wondering if there is only one winner on each server for any given week based on what I have seen here and on my server. If that is the case it seems dubious to me, there is bound to be more than one person who picks the same numbers so does the system lock out anyone who claims the prize after another even if more than one person gets all the numbers...has any server had more than one winner listed in the past two weeks within the same lottery drawing?
There are ten numbers used in the Jumbo Cactpot and each server's cactpot has different numbers picked as the winning number every week. On Balmung over 7,000 players signed up for the previous Jumbo Cactpot and not a single person won. It's not dubious at all.. it's just like trying to win the real life lottery. There are times when there will be a winner and times when there won't be.
Also.. the winner on Mateus won this previous Saturdays Cactpot; not the first weeks Jumbo Cactpot.
My question remains however, has any server had more than one person listed as winning in a single week?
Yes. Zalera had two winners posted in the results from the first drawing.

If two people win the Jumbo cactpot at the same time, will they split the 1M reward and get 500k each? :P
My guess is each would get the top prize and not be split between them like how those getting the lower tiered prizes don't have their split between everyone else who won that tier. Personally I was more concerned that I had not seen any evidence that more than one person could win which made me think multiple people winning top prize would only be granted to the first person to hand their wining ticket in. I am glad someone else said multiple people do actually win if multiple people match the numbers from the top prize though I admit I have to rely on their word for it.
It's a 1/10,000 chance to win. For a lottery, that's really not that huge.

Well, there are 10,000 possible numbers and typically fewer than that many tickets sold, so there might occasionally be more than one first prize winner, but "bound to be more than one" seems to be overstating it a bit. (Unless you just meant that it's bound to happen occasionally, in which case I'd agree with that.)
They don't split any of the other prizes, so why would they split that one?
You get whatever prize your number earns, just like the description says you do.
In real life lotteries, that money has to actually come from somewhere, and the State sponsoring the lottery will only have set aside enough for one jackpot. That's why it has to get split if there are multiple winners. (It's also why on a lot of lotteries the jackpot can go up next time if nobody wins it this time.)
In the case of the game, the points we earn are just points with no actual meaning besides a number, and they're created on the spot as we earn them. The reason for splitting a prize doesn't apply.
