He probably means the multiple cross forum posts of the same thing. I have seen some people warned in threads and threads deleted. Which would make it against the rules.

He's referring to a few of the posts in the world subforums where people from (an?) FC from Chocobo telling people they are selling clears of content but that you need to transfer to Chocobo to do so.
