I'm not able to challenge a few NPC's to triple triad around the world, like Swift in Ul'dah, Sezul Totoloc in North Shroud, and Hab in Southern Thanalan. Is there any reason why this would be?

I read in another thread that some NPC's will only play at certain times of day, not sure if that's the full answer, though.
I'm having the same problem. It's not time of day as other players are challenging them no problem right next to me. Hab and the GC people specifically won't play.
Maybe you pissed them off somehow and they simply dont like you? try improving your reputation!
The GC NPCs are time based, assuming they don't have some sort of pre-req to them. If you talk to the NPC, the option to challenge should be there, even if they won't play because they're on duty. Some other NPCs didn't offer the option to challenge for me, but that was because they had quests. If I accepted the quest, the option exists if I talk to them again. No need to actually do the quest in those cases.
It is possible that it's a bug based on certain conditions that some players meet, but others don't.
No it's not like this..He says that he ate his cards and he don't let us play..Is there something we should do to let us play??
If it's not a time based NPC I've noticed if your holding onto a quest from that NPC they won't play you until you abandon it or finish it.
Hab has a quest you need to finish before you may challenge him. I believe it's the very first Hildibrand quest (the one where you have to participate in the FATE in the north part of the region killing gentleman zombies).
Otherwise, Swift along with the other GC NPCs all operate on a rolling schedule. They're all open for five hours Eorzean time, with two Eorzean hours in between one another. Like for example,

For Sezul, the belief is you need to have max reputation with the Ehcatl Nine (Ixal beast tribe) before you can challenge him to Triple Triad.
Hab's one requires you to run around Eorzea looking for some Cactuar NPC's. You'll get a Cactuar Cutting minion at the end of it. It has a pre-requisite quest however.

The two NPCs that the OP mentioned in particular are ones who are not time-based.
Hab requires a side-quest to be completed which isn't available until late in the story. "Zombies Are People Too". I think it's like a level 45-47ish quest.
Sezul Totoloc requires reputation rank 6 with his faction. Fortunately all of his cards can be gained by alternate methods. I may have been fortunate in obtaining Cid from my first Gold Pack.
There are 32 NPCs that can play TT with you, so if you want to beat 30 for the Squall card and are only approaching endgame for the first time, the earliest available chance is to go for everyone except Sezul and Rowena.
It's actually Rank 7. I just hit rank 6 two days ago to find he still won't play me. It was listed on a couple sites as 6 and it's wrong.

Yes, Hab has a series of side quests you need to do before he plays. His drop rate for Hildy is pretty crappy tho, so prepare for a grind.
So I'm having this same problem with Hab: Except I've completed every quest in the game. Including Hildibrand. So..........................yeah. That's not it.
