like if one dps notably out gears the other, would his lb do more damage? or would it be better for the other dps to use it so that the better geared one is still on the boss?

Completely dependent on the average iLVL of the weapons in the group. Who uses the LB has no impact on the damage, and also, no buffs or anything impact the damage done.
This is accurate. As such, you'd want the weakest melee or caster DPS to use the limit break, depending on which type you want to use. Sometimes it's preferable for a MNK not to use the LB because it can cause greased lightning to fall off if their skill speed is too low (potentially wasting more DPS than if a better geared DRG or NIN used the LB, for example).
It's the average ilvl of all weapons in the party independent of buffs or debuffs. eg. LB can penetrate stoneskin on Garuda EX.
A party with 3x ilvl 120 and 1x ilvl 110 would be ilvl 117.5 for the purposes of LB damage calculation.
Another thing that effects LB is dead teammates. I believe they are counted as a 0 towards the average.
also im guessing the new ilevel sync affects this too

And other debuffs on boss like trick attack or something? I think they don't increase LB but maybe someone knows it exactly :P
Yeah lol, this is complete bs. ^^ I've also had alot of instances during ruda hm light farming where someone (usually the healer lol) complained about the lesser geared melee doing the lb (which makes absolute sense, since the better geared one can stay on the mob without sacrificing damage) because it does 'less damage'. xD I stopped bothering correcting those ppl, most of the time they insist on being right anyway, even if the whole party tells them that their wrong... ^^
