There is no way the devs will make a mount that only one race can use, have they don't something like this in the past? No. The only race specific gear is the starting gear, everything else is able to be used by every race.

Look at the past history of items in the game.

I think there's an ever so slight difference between a cute and cuddly little teddy bear and a ferocious scarred war bear. :P

Unless each race gets their own race-specific mounts, I see no reason why Lalafels should get a mount for simply being a lalafel
