So every craft starts out with a 1% HQ rate, and it's always been 0% in reality. I was quick synthing some NQ spruce logs into lumber, and looked at my inventory to see 2 HQ lumber. Did they do something in the last patch?

I was wondering the same thing! I've crafted tens of thousands of items at that "1%" 0 quality and never seen a single HQ I can recall. Yet since 2.5 I have noticed every once in while getting that 1%.
I've seen this now too.
I had this happen very very rarely before the patch but had it happen a few more times since so maybe?
what a coincidence, I was crafting yesterday and had to speed up some crafts --> 1% HQ and I was like o.o;
I wanted to screenshot and put a golden frame on it but it disappeared rather quickly...
dunno what you mean. As far as I've started crafting (right after the triple turn in leves nerf), this 1% was really 1% and I've always gotten HQ with quick synth.
I got an HQ Calibrated Gold Cog at 0 quality...
Just because I wanted them NQ for supra... (I already had master book that requires the HQ ones)
So that costed me an extra 60k gil for the Fieldcraft III Demis....

I HQ'd 3 of my 3-Star stuff for the Masterbook II, and then after getting those moved onto making 5 NQ for my Supra, 1% shot me in the foot and HQ'd it to give me a useless spare.

I just quick synthed 1000 leatherworkers hats (guess what for)
I got around 20 or so hq from pure nq mats and a simple ingen 2 cs2 x2 synth.
One poster mentioned Quick Synthesis. Quick Synthesis doesn't work by the same rules as regular synthesis; the odds of success, failure, and HQ are based on an unknown formula derived from your crafting stats. It didn't used to be this way, but several patches ago (I think patch 2.1???) SE changed Quick Synthesis so that odds of HQ or failure are determined by your stats.
For folks talking about regular synthesis, while I never got a HQ result on a 1% synth until fairly recently, I also very rarely crafted for zero quality without using Quick Synthesis, so I don't have enough of a pool of samples to go by. That said, RNG is RNG; I doubt that they would have put 1% as the minimum and 98% as the (sub-100%) maximum without those numbers meaning anything...
By the same token, there's plenty of crafters who will swear by their souls that all the numbers are lies anyway (80% success? More like 20% success!) so believe what you like. :p
Me too... Was mindlessly making stuff for militia turn ins (no touch actions) and was caught by surprise by a few HQ mats. o.o
