That would also impact new players trying to reach their friends when they start playing.
Just blist the RMT spam, it only takes a second to right click on their names.
Don't turn the filter on or talk with them in whatever way was used before getting the game.
And significantly longer to remove them, especially since these days the blacklisted name is only good for < 10 minutes before they make a new character.
Why can't we just restrict /tells to only be receivable from friends?
Because there are a lot of valid reasons to use /tells on non-friends. Maybe you see someone from a PF or DF group you were in the other day and want to say hi or ask them if they'd like to do another run. Maybe you see someone with a character named after your favorite fictional character and you want to tell them "Hey, cool name!" I've gotten a few tells from people asking if I was the same person as someone who played 1.0 and apparently had a similar character name.
Sometimes you want to be able to send someone a private message without necessarily adding them to your friend list.
Really they need to add a community Black list.
If someone is black listed more then say 500 time they are deemed back for the community and banned from sending tells.
What you're asking for is technically impossible since there are no job quests at level 5, but there are class quests at that level.
A more simple solution would be to limit the number of people you can /tell per hour to level *2, so at level 1 you can /tell 2 people, level 2, 4 etc. At level 50 you'd be able to send /tell's to 100 people an hour. RMT bots for level 1 chars would be wiped out, they wouldn't risk an account just to spam two people, low level chars will still be able to send tells to their friends, at level 10 they can /tell 20 different people an hour, so it doesn't affect actual players but does screw over RMT /tell bots.
There is no job quest at lv 5. The first job quest is at lv 30.

Restricting this is really bad for new players who are actually new players. If you get your friends/family to join and you /tell them, and they cannot /tell you back... That is not good to see if you are completely new to this game.
One solution I had thought of is restricting the ability to /tell with only people on your friends lists, FC, LinkShells, and people within your area up to a certain distance. Since most Spammers just hang out in a single spot, it seems like Ul'Dah, they won't be able to reach as many people that way.
Honestly no idea how difficult this would be to code, but this seems like the most reasonable idea I can think of. It seems like it'd make it a lot more difficult without directly impacting people playing too much. Only issue is it'd make carrying on conversations in /tell a pain, since I have done that a bit at times. But it seems like it'd impact them a lot more than not having completed the class quests bit.
I think a little of everything would work. RMT tells are really annoying, and should not need to be dealt with regularly in a game. They should give the option to turn tells off period, or to only receive them from friends. That way new players can keep in touch with friends as well as old players. If people like having tells on to receive them from other players, it would help that you can only send tells to other non-friend players at lvl 15. Or lower if that is too drastic, that way gill sellers will have to work harder to be able to send tells to non-friend players and gives the game security(whatever you call them) more time to hunt them down!
Just restrict tells to people only on your friend list, in your FC or a mutual linkshell until you've reached level 5 or 10.
It's too easy to script a command to level or do a quest, these options would stop them for a moment but then they'd find a way around it. RMTs come where there's money flow for them, if players buy then they will stay. :/
I think there could be better control around them but I won't really say much considering I don't know how hard SE is or isn't trying behind the curtains.

It probably wouldn't be too hard for RMT to do those job quests though. There are a bunch of BLM bots all the time with AF1 gear sitting around some places.
I have literally received messages from gold sellers back to back 13 times in a row in under 2 minutes. It's gotten so bad I'm starting to do /busy even though my friends can't message me. But level 5 job quest restrictions on tells isn't the solution. They'll just bot a bunch of chars to level 5 then swarm us with tells again anyways. It doesn't take long to get to level 5 even if you aren't botting.
I wouldn't mind a setting that you can toggle on and off that only allows people to /tell you if you are in their linkshell, FC or if you have them added to your friends list.
