Yes, you both need to buy the wedding package. Make sure you buy the same level package, as if one of you has a Gold package and the other Platinum, then the wedding would be a gold tiered one.
you can pay for both,too, but you have to buy one, trade it to your significant other, and then buy another.
Yes, but one person can buy two wristlets and give one to their partner, too. You have to buy them one at a time I think though. You're just buying the wrist item and you both have to have one, one way or another.

I'm just wondering if both people get it or just the person who paid. That would be pretty stupid. I'm asking because I couldn't find any infos how the mount will be given to the players.

Maybe they should add a Hook Up Band buyable from the NPC bartenders around Eeorzia. Lasts until following AM Eeorzia time, after which it disappears and you and whoever else you equipped with at the same time & place are automatically teleported somewhere random wearing only your smallclothes.

The items you buy on the Mogstation are the bracelets required to initiate the quest. I assume that you get the gear and other items during the quest (or afterwards), and that which items you gain depend on the bracelet you're wearing.
So yes, if you buy the bracelet for your significant other or BFF, they will during the quest gain all the items their bracelet makes them eligible for.
