I was actually very surprised when that scene showed both, Kan-E-Senna and Merlwyb sitting on the same table as Nanamo.
It probably started as a simple tea party between leaders but, and as we've clearly seen, it ended up as a way for Nanamo to let the others know about her plans on abolishing both, the monarchy/syndicate system.
Private Dinner/Lunch/Tea parties behind closed doors is an effective way to discuss politics. We are still doing it right now.
Thus me, behind close doors discussions can really get either real warm or real violent.
I really wanted some cake and coffee after watching this.

I think it's nice for the female leaders to get together like that.
It didn't even occur to me until I saw this scene that all three PC nations have female leaders.
And the Scions also have a female leader... and the Doman refugees... all the good guy factions, come to think of it.
Nanamo is the leader of Ul'Dah but for the intents of the player's interactions Raubauhn takes precedence in my opinion. I think of Nanamo when I think of Ul'Dah but when I think of the Flames I think of Raubauhn. The figures for the GC and Nation are synonymous in my mind for the other two nations whereas Ul'Dah's are split.
