Yes, you have to beat second coil to do final coil.

yes. And finished the Quest after T9.

It's 99,9% sure you'll have to have, because of the past example and story progression.

Prequisites: Players must first complete the quest " Alisaie's Resolve."

Alisaie's Resolve can be gotten by clearing t9 so, yes, you must clear it.

they said during fan fest LL, that they will add echo to 2nd coil.
they will monitor ppls progression, and just like with 1st coil, they will stop adding echo stacks, when *enough* ppl can get through.
