Do new players see the old or new Mor Dhona?

I have a question.

As the building work in Mor Dhona is somewhat related to the story, as the storyline line moves your HQ there etc.

Do new players see the old Mor Dhona first and also get to see it being built up or is it the new Mor Dhona as soon as they first get there?

I assume you mean Revenant's Toll in particular, but new adventurers see Rev Toll as it currently is since its a static part of the world, not an instance.

They would see the new, it wouldn't make sense for them to be able to see the old because if they could then they could reach old "Climbing Spots" if you will, and thus would be floating mysteriously to other players, and vice versa.

That wouldn't have to be the case if different phases would be used. A feature quite frequently used in WoW for example. Players running into old and new versions of mor dhona would simply no longer see each other as they'd be in a different plane of reality.

I was wondering as I remember part of the story was about relocating there and later sending the Doman refugees there to help build it. Wouldn't it be a bit strange if it's all already built?

I think they see the old RT since a lot of it is 'built up' as you complete quests right?

Or at least certain parts are probably locked behind quests.

There's no reason to keep two separated instances of Mor Dhona, there's no main story quest that requires an unfinished Revs Toll.

Revs Toll is being built every few patches regardless if you do any quest in that zone.

It's not separated instances though. In phasing content, as you approach a phased area the game only loads the relevant assets to the part of the region's timeline you've advanced to, and players at a different part of the progression won't load on your screen. Everyone is still "there", but unable to interact until you get far enough away from the phasing spot. It adds a lot of flavor and sense of progression to MMOs that's otherwise completely lacking, I think. And in fact, they've started using it a teeny little bit. Those Crystal Braves NPCs in the towns don't appear to you unless you've gotten far enough in the most recent storyline missions.

It changes with time, not with quests. Otherwise my mouth wouldn't have dropped logging in after a 3 month hiatus to see it changed completely XD.

Yeah it sure didn't look like any of those pics the first time I went there, I don't remember what level I was, but it was early because I remember almost dying trying to get there as the monsters out leveled me heavily and I had no Chocobo to ride on.

They have been using phasing for NPCs for a while now, players who haven't advanced far enough in the main story cannot see the Domans in Revs Toll, I believe all events work under that system as well, as that's how I suspect they are able to decorate zones at any given time without needing a prior maintenance, but I don't see the need to phase out the finalized Revs Toll when there's no quest that requires it, hell for all we know revs toll will be expanded indefinitely, with really small additions each time, that alone supports the domans being there helping build/expand.
