Before anyone says it, this is not a solution to the housing issue or how they should do it. This is a suggestion, an alternate means for those who cannot afford a personal home.
Personal Farms
What Is It?
A personal farm is a very small instanced plot of land where a player can garden, stable their chocobo, and generally just relax in. A place of solace after a hard day's adventuring. For the cost of 250,000 gil a player can purchase a farm permit from any of the 3 city states. From there, a player chooses a plot of land in a city-state to rent on a monthly basis. 100 allied seals per month will secure their plot. At any time if a player decides, they can uproot from the plot and stop paying the seals. They can relocate to a different city-state or just stop altogether. Alternatively, a player can spend 25,000 gil per month if they prefer not to use seals.
What It Comes With...
Each plot comes with a small (Think about half the size of a personal chamber.) pre-furnished hut on it. The player can choose from a set list of furnishings, interior decor, and exterior appearance for their hut. On this plot of land is six-to-four spots to plant seeds for players to grow plants. Additionally a single stable is on the property for the player to stable their Chocobo. The stable too can be chosen from a set list of appearances. Players cannot custom design their plot with exterior/interior furnishings since they are renting the land and do not own it.
Why Rent?
The reason behind renting is due to the low price and the fact it is easily accessible to everyone. Plus, you can easily relocate without having to spend a fortune of gil hoping to get a new plot of land, build your home, and then refurnish it. It also gives incentive for those who don't care much about The Hunt to use it as an alternate means. Two weekly B Rank hunts will easily net you your month's fee, or you can use gil. This makes it easy for casual players to enjoy it as well.
Retainers Can Garden Too!
As an added feature for those too lazy to garden a retainer can be given a choice of seeds and soil. For the price of 5 Ventures, a retainer can be assigned to garden in the player's stead. The duration varies by the period of time it takes for the seeds to grow until ready for harvest. A retainer who has been assigned to garden cannot be sent on other ventures until it ends, or the player forfeits. Note a retainer will not apply nor can the player apply fertilizer to gardens being tended by a retainer, and the yield will vary. In some rarer cases, a retainer may fail and not every seed planted will yield bounty.
Why Suggest This...
From some comments I have seen, some players want personal housing so they can garden. Some players may even belong in a FC unfortunate enough to lack funding for a house, or in the current case, land. Players cannot dye their chocobos because they lack a house and stable for it. Others are locked out from the achievement from feeding other people's chocobos. By adding in personal farms as an alternative those less fortunate to either afford or purchase land can enjoy these activities as well. Keeping it non-customizable (As in putting down furnishings wherever you wish and the layout of your land.) also keeps the main attraction of personal chambers and housing in focus too.

The point of my suggestion was some place to participate in features that aren't available to many players due to the fact personal housing is severely limited. Some FCs don't even have a house because they either can't afford it, or there are no open plots for them to get one. A plot of land to garden on, a little stable for housing your Chocobo. If you ever played FFXI, Adoulin introduced Mog Garden. It's essentially what OP described more or less, and... it doesn't cost anything to have one, just need to do quest to unlock it.
And I agree though, XI's Mog Garden should be carried over to XIV. Kinda stupid that players need to sacrifice alot just trying to grow their farm which already involves delicate task compared with XI's gardening system. -

For some reason or another SE seems pretty adamant about not providing housing via an instanced area. If they want to do that still then fine. Instanced land still requires server memory I'm aware which is why I also suggested limitations on what you can actually do. It's a small, little plot with a spot to garden and stable your chocobo. That's it. I really do not understand why people are attacking the OP. I completely agree with this as at least a large proportion of the people wanting houses want the just for the garden part. I cannot see what harm this idea would have other than reducing the cost of certain garden items on the market.
Rorichan when it comes to SE/Devs looking at the forum I've started to get the idea that Yoshi only looks at the Japanese one. We've had so many things on the English forums that any other game would have had a dev responce and theres been nothing. Things explode on the Japanese forum and suddenly Yoshi is all over it. Its a shame but I think we all need to learn Japanese :). -

Overall, I definitely like this idea, but there seems to be a caveat to one of the points. If your goal is to feed other people chocobo's, then this would likely still not be an option.
What I envision with this suggestion, is we pay a flat rate to 'rent a farm' we talk to an NPC, and we enter an instance, much similar to an inn room. We are alone, but instead of a bed, summoning bell, etc, we have a single garden plot, a single Chocobo Stable, maybe a small hut with a bed etc. (Let's be honest, we have to be fair and give a benefit to the FC's who can and did fork the gil over for these benefits).
It's a rental, so you probably can't do much in the way of modifications to the house. I think for the reality of this project, and what it's intended to address, that the point is moot. If Yoshi's team(s) can add in customizability without impacting the servers much at all, then go for it. If it creates even an additional medium load, I say drop customization as this should be a more light-weight project, only updated/modified based on the player demand/usage. (Once implemented they would be able to get a clearer forecast of it's uses. Some people might never rent preferring to buy, just like IRL)
This has the potential to be a light-weight solution to unlock content for players who are otherwise unable to access it. With that vision in mind, it's a great idea. Some of the finer details to be worked out by Yoshi's team. (Like pricing of rent etc. Really, we know there's a guy who watches the game economics, pricing it out would be his job) -

It'd be all the basic, non-movable stuff. Cannot mix say a riviera bed with a glade table, they'd just come as a "set". You can't set up customized furnishings outside or mess around with the placement of goods. Of course even customization is an optional thing and a preset design based on the city-state you are in would be equally good.
The whole goal of my suggestion is make gardening and chocobo care available to the average player who for some reason or another cannot obtain it or only cares about those and nothing else personal or FC housing may offer. -

the Personal Apartment can have a Balcony for out Door Housing stuff.
However, since Personal Apartments are designed to be the same size as Inn Rooms which is smaller than Personal Small Housing the Gardening part should only allow 2 Seeds compared to Small Housing which can hold 4 seeds. The Gardening for Personal Apartment should also be in a Gardening Pot.
Personal Apartment appeared in my head after going through the Allied Beast Tribe Quest where during a certain point in the quest players will discover that one of the Antagonist for the story of Allied Beast Quest has his own Personal Apartment room he can customize himself. -

A little farm will at least make functions people want to enjoy but can't because it's gated (Yes gated, land scarcity makes it a game of who can buy up land first when more is released along with the high prices.) available to them. It is still a form of a gil sink too since there is a rental fee whereas once you buy a plot of land it's yours permanently.
This thought came to mind because I'm leveling Botanist, I come across so many kinds of seeds and most are just fodder to be thrown away. They might grow something that could be of use to someone, or just for the sake of enjoying gardens could be planted. But limited gardening spaces and land to grow them on makes that nigh impossible. I honestly don't understand why so many are against something like this, what is there to gain by making gardening and stabling locked behind the requirement you have a home?
Here's something else to consider: If farms existed then it would also leave more space for those who truly want a home and want more than just a place to garden or stow their bird. Some people want to customize a house. Some just want a place to grow stuff and if their FC doesn't offer it a place to store their bird to take advantage of features it offers. They don't want or care about having a personal house because they really just want to enjoy the features that come with it. However they cannot, so they need to buy the land, build a house, and there goes a plot where space is already limited. Giving a farm or plot of land that you can use whenever you feel like opens up more plots in already crowded wards and thus less competition. -

Seriously it is DUE TIME that FF14 developers to open their eyes, and copy literally BAZILION GAZILION good ideas that actually worked very well in FFXI..... For the love of god, stop making every single damn thing different.... It's ok to STEAL, TAKE, COPY, PLAGIARIZE what is working with FFXI, it's your own branded game, and probably will give FF14 a more branded identity than "plagiarizing" other elements from that other games....

The only reason I really want to have a house is to have some property in the Limsan area (my home since Sept 2010, though the FC house is in the much despised Grid area <_<) and to have a garden where I can grow food for my bird and to help out my FC who never have enough plots for what everyone needs. This would be a great help!

You like majority locked out of having the chance earning their own gardening if they're unable to have personal house or need to be in FC which even need to queue in line just to have their chance of gardening (and who knows what happen if FC senior decide to makes things more difficult)?
