How will the space in the wards be doubled in 2.4?

Putting aside anything else in the housing discussions for a moment:

Could we please have more details on what exactly is going to be done? I'm concerned that the wards will be redesigned themselves, i.e. changing the graphics and locations of the current plots. My free company is very attached to the current location and surroundings of our home and would definitely be upset if it were changed.

they won't be physically increasing the number of plots per ward, and redesigning the space. They're just going to double the amount of wards.

The more important question is, why introduce a basic game system in a way that 99% of the players won't see it?

Another important question, why did it take 9 months (or longer) to give us what was already in the game?

And another one, what exactly was the housing team doing this whole time?

Look at your quote, and look at what's in the parenthesis.

The original Japanese post is a bit clearer. Rather than saying the "number of wards" will be doubled (which is a bit of a mistranslation), it says that they expect that the total amount of land/plots will be doubled in all wards. But they also do note that this is what they're working on and isn't locked in stone yet (and it still requires testing to make sure it can make it in 2.4).

The summary statement should probably say something more like: "To put it simply, the total amount of construction sites in Patch 2.4 will double compared to what we've seen so far up to patch 2.38."

The mistranslation is that 建設用地 is not ward, which is instead 区画, used in the previous sentence, which talks about the "amount of plots in all wards" (すべての区画の土地面積).

Even if they tripled the amount of wards, it still won't be enough. Most people will go for small houses because the prices for medium and large houses are still ridiculous.

Given that they say they are expanding the amount of plots for purchase in each ward, I think it would be reasonable to expect that they will add more S plots rather than the current balance of S/M/L, as a way of accommodating more personal houses. Of course, on legacy servers, it still won't be nearly enough yet.

Well each zone has a road that leads to no where right now, it's plausible that the are planning on expanding the actually wards.

I interpreted this as meaning the amount of available wards would increase. Now I'm not entirely sure, it would be very nice to have clarification. If new plots within the existing wards are indeed being added it could greatly effect players decision on purchasing a house right now (pretending that there were any available).

All they needed to do:

1-Add customizable instanced rooms. (Like the currently useless inn rooms)
2-Add public Chocobo stables in cities and housing wards.
3-Add flower puts to use inside the rooms to garden in.
4-Make Room free in your starting city, and paying some fee to access it from other cities.

TLDR: Mog Houses. All the needed to do was copy mog houses from XI.
