and uses her powers for good stuff I think...She could easily be a bad guy...but well...she just doesn't want to.

I would put her alignment between chaotic good and lawful good. She will blow things up for what she might think is the greater good. She can be unpredictable and her powers are legendary in the realm of vana'diel. She is a proverbial living god amongst black mages.
I would counter with Chaotic Neutral. She does whatever she wants, whenever she wants. One story line, she curses someone for spying on her. Another, she's forming diplomatic relations with an entire empire on behalf of her home nation...and blows up the puppets of the Empress in the process.
She is sarcastic and sadistic, and in FFXIV, she's portrayed as messing with the Void, which she was known to do in FFXI, too. Just doing whatever she wanted, whenever she wanted and never stopped because she was powerful and knew it.
She actually Flares you if you decline one of her quests. Forget which one. I laughed really, really damn hard.
Let me ask you this, is a Great White Shark evil?, is A Tyrannosauruses Rex evil? Is any Apex Predator, Evil? Because that is what Shantotto is, Don't be fooled by her minuscule size or her adorable curls. She is powerful, stupidly powerful, and she suffers no fools.

Her tier one magic is more powerful then your tier five magic, she is whatever she wants to be at that moment. 'nuff said.

Shantotto is a Chaotic Neutral with some Chaotic Good moments. She acts purely for her own amusement and measures right and wrong with her own meter, often shocking those around her.
I remember i was laughing when Shantotto flared Gessho while you were talking to him, and turn out it was a shadow clone.
She doesn't appear to be intentionally either evil or good, just completely self-serving. She appears to have few loyalties, but has a soft spot for Windurst as her home, so her motives are often for what she perceives as "good for Windurst."
Otherwise, she's one of the most powerful beings to have ever existed on Vana'diel, and therefore she treats herself as a living goddess and free to do whatever she likes, so that's what she does. She once tried to conquer Vana'diel and cast a curse to make every living being look like herself, but was thwarted, and during her event here she attempted to conquer Eorzea on a whim, but we adventurers meant it would "take too much effort" so she gave up and went home.
As best I can tell she's primarily lazy and arrogant, but extremely carefree and whimsical with the enormous power needed to carry out her whims as they come.
Officially from SE she's a good character at heart: she was on the side of Cosmos during Dissidia Final Fantasy, and while she maintained her personality of just doing her own thing and being antisocial to the other champions, she was one of Cosmos's fiercest defenders and never even once contemplated working with Chaos. (unlike several other supposedly Light heroes)
This basically. She was a minor NPC in Windurst who had a tiny part in one Windurst story mission (where she helped bust Ajido-Maurijido out of jail along with the other ministers), and had a series of optional sidequests that were nothing more than fluff.
Until Treasures of Aht Urhgan she had little connection to the storyline. Then all of a sudden she inexplicably became popular amongst the player community, resulting in SE giving her a starring role in that expansion, as well as retconning her past during the Crystal War in Wings of the Goddess, and giving her her own mini-expansion A Shantotto Ascension. And it should go without saying that she appeared in both Dissidia games as FFXI's representative, albeit as a 'secret' character without any real story connection.
Personally I think there were far better and more interesting npcs in FFXI that could have been used in ARR's crossover event than that stupid taru BLM, like Cornelia or Zeid, but that damn taru stole the limelight! Ah well....

They're about the same potency wise - both of them also have serious character flaws, Shantotto's weaknesses is her natural arrogance and sociopathic tendencies, while Ajido's weakness is his natural inquisitiveness and thirst for knowledge, which ultimately led him astray (and the majority of the Windurst storyline in FFXI).
Unfortunately due to how FFXI's mission system was set up, he ended up dragging the player into his illegal activities as well, ultimately resulting in his arrest and incarceration and the forcing of the player into a pseudo-gladiatorial event against the Yagudo as punishment. But everything worked out in the end. :)
Generally speaking, the heads of the ministeries are all relatively equal in power. Still amonst the strongest mages in the world, but all generally the same. From someone who could summon the actual prime avatar Fenrir and not the fragment we put forth, to those best versed at healing or in shantotto's case the strongest black mage.
There's the point already though. Ajido-Marujido is very powerful and one of the strongest mages out there. But the fact that he didnt get to lead the Orastery at first, when both he and Shantotto were around at the same time, means that the stronger pick between the two has to have been Shantotto. It wasnt untill she stepped down that he got to take her place. So while strong, i guess he's sort of in second place. By how much is hard to say, but he's weaker.
