There's a character with a name I wanted for a new character. It was taken, so I checked on the Lodestone and the character is possibly inactive ( As it is only level 1 ). Is there a way to get this name? Via a ticket or otherwise.

Not happening, due to the possibility that the player could resub or log back in to that character if they're still playing.
As well, it's a way to 'reserve' your name.
When new race will come and jobs, some people want to make sure to have a name that will fit.
So they are not inactive, just 'on hold'
It goes to those who were faster than you sadly in this case.
They should implement a time-limit amount on a character name if they haven't logged into the game for several months. Priority should be given to active subscribers with a longer sub history - not those that played for a month and disappeared for good. If they ever resub, then they just have to change their name.
I know the feeling. I wanted a certain name/last name combo when I started this game, but someone apparently thought it'd be funny to create 1 character for each of 8 servers, all looking the same and all using that name. Unfortunately that includes the server my friends are at. -_-...
They probably won't do that seeing it's bad business practice. SE and all MMO companies know as long as that character is there, there is a chance that person will come back. FFXI had the Restoration Project where people who had been gone 2, 3, 4+ years could come back to the same character, same name etc...
Unfortunately, unless SE changes it's stance on how long it will hold unto a character, I doubt they OP will be able to get that character name.
SE also allows people to pay for 40 character for 14.99 a month, or 8 characters for 9.99. Could very well be someones alt on an active account that the person hasn't used yet. If that is true, then the account is active and being used, just not that character and SE won't touch an active account's characters.

I rarely see any MMO do a name wipe on inactive characters other than server merge.
You have to come up with an original name.
Yeah I support your wish to change your name and I know the feeling if you search a name and it is just used with a Level 1 char.

I know I personally reserve names for upcomming races and whatnot in MMO's, so...
I know that Blizzard could free up a character name for inactive characters if you contact a GM. Note that I said "could" because it may not always be possible.
Yeah, but on the other hand, character names in WoW were restricted to just a single name. If you wanted to be named "David", and the only other "David" was a lv 1 character on an account that hadn't been touched in 2 years, they would give you the name and flag the other character for a free rename. In FFXIV you could be "David Bowman", "David Axeman", etc. Naming is much more flexible with surnames available.
I was considering this the other day when I was thinking of starting an Au Ra dude named "Trogdor". "Trogdor Burninator" is taken, but "Trogdor Theburninator" and "Trogdor Dragonman" are both available on my server. Ooh, for ultimate lame names stolen from other media, how about "Trogdor Targaryen"?

I had to use an alternate version for my char, as the name has been taken since early access 1.0, but they are still lvl one. doubt they are ever coming back at this point :P
This is something they won't consider doing until the game is several expansions old, especially given the nature of the game and its naming system. It's only been a year and a half.
I came up with my name on the spot. It means "Fist Roughiron" in my stupid babelfish-speak. And it's awesome. Pretty sure I didn't see anyone with it outside my server when I looked myself up. Lots of mixed Fausts and Eisens and Harts, though.
Point is, for all the names taken that you thought of, there's a bunch that are even cooler than you haven't thought of yet. So snap to it, homes.
That's why I created 8 characters on 2.0 release (well that is just for 1 server lol) when the game launched and reserved all the names I wanted to reserve on a few other servers that I was thinking of playing on.
But for the most part, all my characters names (or the parts of them I use) are originally unique names I've created over the years. Like Rhas is a 'nickname' for the name Rhasphillion that I created and have used many variations in games over the years.
I understand where you are coming from, but in my opinion I feel like if you paid at any point to begin playing the game, they shouldn't clear names. It sucks when there is a name you are dying for that has been sitting on a character untouched for a year, two, or more -- but on the other hand, going back to the game and finding you lost all the names you had created would really piss me off. The only places I've seen that actually wiped inactive names are pet sites and other non-MMO related sites. That and playing certain.. servers with Ragnarok Online experiencing entire wipes and making mad dashes to lock in 16 character names :P
That's just my opinion, though.
