So, the friendship circlet has a 20% exp boost up to level 25. Other than that it's ilvl 1 and has low defense and zero stats on it.
The Helm of Light and Moogle Cap both have 20% exp boost up to level 10, except they are ilvl 11 and each one has two stats +1.
Shouldn't the one that you might wear into a dungeon have better stats on it? Or at least the same stats? Seems weird to me.
Why doesn't the friendship circlet have stats?

Also have a exp boost up to level 25 is waaay more than level 10. That's like a speed to ticket to the point where you can almost start unlocking your jobs. -

It's the expected means that SE often looks at when equalizing the benefits of equipment... even if it is part of something that is purely for the sake of making things easier. To them, the unusual benefits will always outweigh everything, and as such, they believe it should always be considered acceptable. Not a big deal, in reality, but that's essentially how it goes. Kinda like why they decided to cap it at 25 instead of 30 or 40. I mean, I guess it's to help keep the pace moreso for the new player, but 20% isn't that big of a deal... hell, rested exp is still a rather lengthy period of time to level, despite it being a much larger bonus.

I'd rather have 0 stat but +20% EXP til lv.25. who cares about stats and defense in low level dungeons? as if those enemies can kill you. :D

You still have a big advantage compare to those lvl 11 that doesn't have anything.
In the end, lvls goes so fast there's no real need for getting into a rat's race.

They are not completely worthless. People in level synced gear will clear a dungeon faster than people in bikinis. People typically dislike getting Tam Tara and Toto-Rak in roulette because of how long they take, not because they are hard to clear. And yes one headpiece isn't going to make a huge difference. But if you believe they don't matter at all then what is your point? If you think it doesn't matter if they have no stats or +2 to all stats then why do you care at all? I am just confused as to why these are inconsistent. I am not even complaining or demanding they be changed.

at that level range only gear that really matters is your weapon unless you are the tank, and even then wearing gear close to your level in the rest of your armor slots will make the difference negligible

I did Ifrit HM in a bikini. I think I'd be okay with people doing the first 25 levels without any stats on their head slot.

People really don't care about being a burden in parties at all... If they are missing stats and can't do their job as well, this game is easy enough to just face roll it and allow them their XP bonus.
I've seen people leveling to 50 and still have a few pieces of their lvl 1 race gear. I saw one tank in Auram Vale that didn't have any accessories... AT ALL.... His whole right side was empty. Honestly I'm surprised he didn't have a accessory equipped by accident or even some wrong ones like healer accessories or something (atleast he'd get some defense out of those).... But yea, I was a healer that dungeon, I healed that tank, we still beat it, etc...
Most people don't really care about gear, it makes things easier sure, but most would say: "Ain't nobody got time for dat!" regarding mechanics/gear in this game. Then they get to the ex primals and second coil and they flip out cause even though it's still easy, they actually have to try... So they QQ lol -

With great dedication, us vets can level 1 class...[Well if you're tank or healer for super que's] in about a 3 days...or less.
Newbies should enjoy the ride to 50 without trying to rush. A lot of dungeons are easy anyways.
I think the friendship circlet is just a cute thing.
