Learn what enemies drop as far as culinary mats and farm them. A lot of items from botany are used as well, so if you have botanist leveled, look up where to find the ingredients you need and get chopping. Unfortunately, it could take some time to get what you need. Decide if spending time or money is more important.
How did you spent that much Gil when things to level it to that level are npc bought items?
Probably better ways out there but cornmeal and acorn cookies were decent for me. Cornmeal only has 1 ingredient and you can turn it in for leves think it got me like 15 levels.
Cheapest way is to buy leve items from the mb. The final items most times are cheaper than buying the actual ingredients and you get so much xp from turning them in, double if it's hq'd.
if the actual product is higher than the mats then buy the mats to make the leve items and turn them in, which would give you the chance to hq them beforehand and give you crafting xp.
don't forget to buy the GC xp boosts if you craft and try to stay in the city when logged out for that little extra rest xp as well
And yeah if you don't or can't gather your own mats try to find an npc that carries them because they'll be cheaper than finding them on the mb
Cheapest way is obviously to farm the mats yourself. Focus on those recipes that require few non-fish ingredients. For example grape juice, dried prunes, cornmeal and dyes.
Go to limsa and spam the one leve that gives you the most exp. Turn in HQ items.

If your number of leve's available are an issue always do the transport item quest that gives much better exp, albeit takes a bit more time to travel once you hit lvl 35 (i thk). This also can lower overall cost as fewer items required to level up.
As mentioned
- USE HQ
- Farm where you can or send retainers for mats.
- Success at making your own also depends on number of other crafts you have leveled.
- Also if you find u have mats for other recipes you can make them the first time for the exp bonus.
- As you don't have other crafts leveled, it may also help you to find simple recipe and make say 99 on quick sythn if you don't have time to sit there (side benefit is SB of your gear)
Form my memory there were times i purchased some non hq low level items from MB as they were dirt cheap and i could afford to burn thru the leve's
Also use this tool to work out if with your current gear and skills you can HQ items.

Finally if you use the transport items you may find it easier to make the HQ items that are 5 levels below your current level.
i hardly to leves, is that bad?
you hardly do leves? If that is the case you are prob in luck and have 99 leve allowances sitting there to be used. Check your time for when next Leve allocation is.
You asked for the best way and IMO transport leves are the best and certainly quickest and i found most cost efficient way to level up.
Doing leves are the quickest way to level your crafter class, handing in high quality items gives you twice the EXP for faster level up. If you don't mind, let me list up the tradecraft leves with the most fewest/affordable ingredients that you can get to make them. Most of these leves are "Charity" type which lets you submit three times of the same item set with one leves, so it saves your allowance for more EXP per one.
Bold text indicates the leve quest name in English version (not sure about the other languages)
Since you're at level 20 now :
lv20 -> A Grape Idea , you need 3 Noble Grapes per one Grape juice. You can either try to find them cheap at market board or have a botanist friend get them for you. its a lv22 item.
lv25 -> Fever Pitch, I used to spam these back at this level. They need mineral water, honey and chamomile. Mineral can be bought from NPC, honey is often very cheap at market due to people hardly use them for anything. Chamomile should also be either cheap at market or gather with botanist at lv24.
lv30 -> True Grits, you can buy cornmeal at The Whistler Miller in old gridania (near amphitheater) or make the high quality yourself with 3 millioncorns.
lv35 -> Feeding Frenzy, every ingredient (ryeflour/table salt/mineral water) can be bought cheap at npc except the iron acorn, which you either can find them cheaply in market or gather with botanist.
lv40 -> Made by Apple in Coerthas, you need 6 Mirror Apples here. They're either cheap at market or again you gather them.
Alternatively
Moving Up in the World, requires 2 night milk and 1 rolanberry. You need a friend who unlocked the Sahagin Beast Tribe to get you the night milk while rolanberry is either cheap or you gather them yourself.
lv45 -> Red Letter Day Same ingredient as Rolanberry Cheese except the Lassi needs 2 rolanberries.

HQ city leves!!!! That's the way to level up fast and cheap.
Find the cheapest 99 stack material available on the MB from which you can use to craft anything out of.
IE:
22: Pixie Plums -> Dried Prunes
29: Milloncorn -> Cornmeal
31: Noble Grapes -> Dark vinegar
That, or start doing repeatable leavs and turn in the items for more exp.
