By wearing those you get a debuff that works in the same way the tripping mechanics worked in Super Smash Bros Brawl, except these are gender locked to females only.
To make the playerbase happy, Colliseum gear (including dyable clone gear) and swimsuit sets negate the debuff.
Yes, swimsuits negate the high heel debuff.... >.>
The only weird thing with this is that heels in this game don't make your character taller. You can see this with the Valentione Pattens very obviously - you gain 2" plats but your legs become shorter (I suppose the BLM 100 pvp horseshoes too). I could see this looking a bit off with bare legs and high enough heels.
This game needs a lot of things for us fashion addicts. (not sure if you are one.) But i dont see that happening anytime soon.

Bards have a pair in their AF. Lousy gits won't share though.
I doubt it will ever happen, just because it would require the character models to be re-rigged and re-animated depending on footwear. The best you'll probably get are the low block heels on Dress Shoes-type footwear, which only cheat the system by making the area underneath the shoe shank transparent - your character still walks as though wearing flats or boots.
Now, if you want a game where the female models are permanently rigged to be wearing heels all the time, there's TERA Online.

Having said that... high heels would make arcanist attack/summoning poses look awesome, seems like they'd really lend themselves to a pair of heels! XD
I sympathize with you. I think there is nothing better than a girl in heels, however there is sadly some technical issues.
They already have heels in the game, but they are typically "heeled shoes" because they have to hide where the heal is in the foot of the model. In order for them to make proper heels, they would have to actually make your character taller in some aspects. This requires recreation of the entire model, a re-association of the center of mass, camera height, and various other technical issues that would arise from battle. This doesn't even take account things like wearing heels when you craft or kneel down, etc.
As a result, I don't think you will see anything like this any time soon. If you want other routes to fashion, I would continue to ask for more things like dresses, skirts, various tops, hats, hairstyles and more elaborate jewelry as these things are far easier to implement.
