there are two choices that i could see

The first being the gigas/cyclops.

The second being an unreleased beastmen thats currently in the stuff that i can't talk about on
official forums, niqote mentioned what they look like.

I bet the Elezen people worship shiva.

Shiva being connected to the 'elves' was XI's lore for her, she being a queen of an elvaan city in the north (details fail me). This Shiva, being a primal, is far less likely to be connected to the main races, as primals are very self-righteous to the point of blind arrogance. Each and every primal so far has acted like this. The gigas make the most sense barring that race hinted at by the bird'ja model.

Back in 1.23 (shortly before the cataclysm), one of the Reporter GMs leaked this info.

"Shiva's followers are Huge Beastmen from the icy north, with cold dispositions. Rumored to have been seeking a treaty or alliance with the Garleans"

My money is on Cyclops or Gigas.

Are Dragons intelligent? I mean the whole fight up there is against Dragons in an Icy area. Then again there is a lot of Voidsent up there as well.

I am not sure about Gigas. I mean right now sure, but in FFXI at least they where more closely associated with Thunder. There where a few distinctive Icey ones, but the ones in Mhor look more thunderish than icey as well.

In actual fact, the Gigas of Mor Dhona worship the Crystal Tower.
Whether or not this is due to an entity residing inside or not remains to be seen- but it is stated in the quests leading to Labyrinth of the Ancients.
Thus them also being found only near the tower.

Not that it won't be the Gigas that do worship Shiva, just that particular tribe already have their "deity", so to say.
If anything, I'm hoping to see a new zone in Coerthas open up- which will lead the way to the beast tribe worshipping her.

To be fair, there are 3 factions of the Gigas. Only one (pinkskinned)can be found in Mor Dhona.

Another (greenskinned) at Copperbell.

A third faction (blueskinned) is seen north of Vesper Bay.

The Giants (Gigas) do.

They also did mention it would be a "New" Beastmen race.

If you go to Boulder Downs in Coerthas you will find Giants there more than likely that is where you will find your Shiva worshipers ... also if you look closely at the way Boulder Downs is shaped you will find a area that looks like it leads underground most likely Boulder Downs would be the "New Beastman" stronghold and since it is in Coerthas it is not too far fetched that Shiva is still in someway connected with the Elezen of Ishgard.

I do not dispute this at all. As you quoted me saying- the Gigas of Mor Dhona worship the CT. I did not reference the other tribes present ;P
However, as none of those other tribes are in particularly "icy" zones, I would put forward that the likelihood of them being behind Shiva's summoning is slim.

But hey! Yoshi said we will see the beginnings of Shiva's arc in 2.3, with references being made to her in the main story :) So all in good time!

I really do not understand why people think that the Gigas are the ones who worship Shiva. (When there is plenty of evidence that says otherwise.)

They are brutal dim-witted luggers. For christ sake they think they are the decedents of the Allagans just because they found their relics.

A majestic primal like Shiva could only be summoned by our fat penguin overlords.

I'm more interested as to where her stronghold will be, and her crystal for that matter.

Coerthas seems like the most likely place, but we already have Natalan and Garuda's Crystal there.

Hoping they release a new area for her.

It is Coerthas, the E3 trailer was revealing enough, but Coerthas has 4 more zones that have yet to be re-added to the game. I'd put my money on either Coerthas Western Highlands or Eastern Highlands.

I doubt that area will be part of open world considering there's a piece of dalamud above the entrance, I think it will be an instance.
