Since patch 2.28 it's happened to me like 5/10 when searching dungeons. Before it could happen but not that often. Like once a week perhaps. Not 5 times in 2 days.
I currently need to do AK for my relic and well find group, tank leaves, healer leaves and me and the other dps just stands there for 5 minutes before deciding to leave and requeue.
Why did ppl start this trend with the patch?

Happened to me a lot when leveling DPS prior to 2.28. 1-in-4 instances isn't exaggerating the amount of occurrence. But is it just the first person leaving the dungeon gets penalty? Or anyone who leave the instance will get one? Because after the healer or tank leave, the DPS really have no choice but to leave the dungeon, but I haven't noticed that I "can't queue for dungeons" for another X amount of time or something along that line.

Sadly, there's no cure for idiocy. I don't think there's a penalty in the game which will deter everyone who wants to quit at the start of a dungeon, and equally no reward which will encourage people to stick around if they were planning to bail.

Don't really notice it anymore but it used to happen 1/3 the time when I was farming Wander's Palace. Too "133t" for a non-speed run but not good enough for the laughably easy BFHM I guess.

Maybe the penalty should be more severe. One week lockout from all dungeons. If they sit there waiting for you to boot them, after 2 minutes the game boots them and applies the lockout. Dungeons are short as heck, so just make sure you use the restroom/get a drink/banish people from the house before you enter and the penalty will never apply to legit people.

People who leave a dungeon within 5 minutes of starting should just lose the ability to queue for the day and lose out on their dailies. It's getting to be too much.

It happens today because some people do not read patch notes and thinking they can still leave for "free".
Edit: do not understand "since patch 2.28" the OP wrote about, this thing happens for quite some time even before... -
