Your retainer can only catch fish that you yourself caught before. If you didn't catch Fish A, neither can your retainer.
EDIT: or wait. Fishing is kinda weird, I dunno if fish have individual levels like other gatherers.
Can only get crafting material fish.
Why? Is there a fish that you want your retainer to catch that wasn't on the list?
As said above - retainer can only fish the "craftin material" fish plus there is a few missing which were turned into crafting one by latest patch.
The fish for the daily GC turn ins, for my mule. Many of them are buy specific bait, go to BFE, fish for 15 minutes to get 3.
The main reason I made a fishing retainer was to get Paglth'an Discus, Kissing Trout, Boxing Pleco, Saucerfish, and Sagolii Monkfish, for the level 50 turn ins. None are listed as crafting material, so I'm guessing I won't be able to catch any of them.
5 ventures for 1k seals, 200 GC seals each.
1 venture for more than enough fish for a turn-in, for ~370 NQ, twice that HQ, twice that if starred, 4 times that if HQ and starred, for 200 seals or less.
Miner and Botanist retainer gives 3 turn ins for each venture, so you wind up netting about 300 seals per day when averaged over time.
Some fish are even only 1 or 2, although miner and botanish are usually 10. Then again, fisher is the only one with RNG involved, for MIN and BTN you can gather requested items from max 3 nodes unless you aim for HQ where it will take about 10 rounds in betweeen 3 or 4 nodes.

I've made a fisher retainer to help me with culinarian desynth thinking of Mahi-Mahi. Now, having caught these before myself to skill up, being a crafting material in description and used for "Pan-fried Mahi-Mahi", how is it not on the level 46-50 fishing list? I have only two options at 50, Norhtern Pike and Cloud Cutter. My retainer is 50, and wears max melded HQ Fisher's set, plus max and HQ accesories, belt, Forager's hat and Forager's fishing rod, just what I used to wear when catching Mahi-Mahi myself. If it's daytime and/or weather condition, she can get Fullmoon Sardines which only pop at night, while Mahi-Mahi pops in daytime.
Why can't my retainer get Mahi-Mahi? Of all the existing fishes in my log, at level 50 she can only get me two...
It's because it is a one-star fish. Your retainer can't bring it back for the same reason a mining retainer can't bring back darksteel ore. That being said, there are plenty of perfectly normal craft-able fish in Heavensward that fishing retainers still can't bring back, which is really aggravating. So if the Mahi-mahi thing bothers you, get ready for a whole new world of retainer foolishness from 51-60. They've since added some of the more crucial crafting fish to the retainer list, but it's still missing some major things like coerthan crabs, pipira piras, gloaming red coral, etc.
Fishing retainers can also bring back mahi-mahi on field exploration (18h for the people who don't read names) ventures (namely the level 50 ones, possibly not the 51 and I don't think I ever saw one from 55).
Another thing to note is that your retainer doesn't magically get something added to the list if you've caught it. It can only catch what's already on the list, whether you've caught it or not, and you can't assign it a venture for something you haven't gathered yourself (should be the correct description).
